Small Developing States (SDS) face substantial challenges in achieving sustainable development. Many of these challenges relate to the small size and limited diversification of their economies. SDS are also among the most vulnerable countries to the impact of climate change and natural disasters. Meeting SDS sustainable development goals goes hand-in-hand with building their climate resilience. But the additional costs to meet development and resilience objectives are substantial and difficult to finance. This work adapts the IMF SDG Costing methodology to capture the unique characteristics and challenges of climate-vulnerable SDS. It also zooms into financing options, estimating domestic tax potential and discussing the possibility of accessing ‘climate funds.’

This book examines the current food security challenges in the small states with a focus on the Caribbean. The work is in the conjuncture of the Covid-19 pandemic and other global shocks, including the disruption in the global supply chains and the increase in climate-related events. These events have led to an increase in global prices, including the price of food and fertilisers. This book starts by examining the global food security crisis considering the aftereffects of the shocks, then provides a macro-overview of the region by focusing on its ability to invest in agriculture. The results indicate that private sector investment in agriculture has experienced only a slight increase despite creeping inflation. This has exacerbated vulnerabilities in food security, which deteriorated in 2020, undoing nearly a decade of progress in the face of climate change. Detailed attention is paid to food vulnerabilities in 14 Caribbean countries. In the final chapter, a series of policy measures are outlined to strengthen the region's food security position, with a particular focus on innovation and the region's comparative advantages.

The 2012 UNEP Foresight Process on Emerging Global Environmental Issues primarily identified emerging environmental issues and possible solutions on a global scale and perspective. In 2013, UNEP carried out a similar exercise to identify priority emerging environmental issues that are of concern to the Small Island Developing States (SIDS). The social and economic emerging issues were also identified using the same set of criteria. At the core of the process was a SIDS Foresight Panel consisting of 11 SIDS experts (for the UNEP Panel) and 12 experts (for the UN DESA Panel) from the three SIDS regions, representing the global SIDS community and a wide range of disciplines. The process was designed to open the discussion on emerging environmental issues to a broad range of views both from the Foresight Panel and a wider community of relevant experts from across the globe. Through the Foresight Process, separate lists of 20 environmental and 15 socioeconomic emerging issues were identified and discussed in this report.

Global warming is the most significant threat to ecosystems and people’s health and living standards, especially in small island states in the Caribbean and elsewhere. This paper contributes to the debate by analyzing different options to scale up climate change mitigation and adaptation. In particular, the empirical analysis indicates that increasing energy efficiency and reducing the use of fossil fuel in electricity generation could lead to a significant reduction in carbon emissions, while investing in physical and financial resilience would yield long-run benefits. From a risk-reward perspective, the advantages of reducing the risks associated with climate change and the health benefits from higher environmental quality clearly outweigh the potential cost of climate change mitigation and adaptation in the short run. The additional revenue generated by environmental taxes could be used to compensate the most vulnerable households, building a multilayered safety net, and strengthening structural resilience.

The outlook for Low-Income Countries (LICs) is gradually improving, but they face persistent macroeconomic vulnerabilities, including liquidity challenges due to high debt service. There is significant heterogeneity among LICs: the poorest and most fragile countries have faced deep scarring from the pandemic, while those with diversified economies and Frontier Markets are faring better. Achieving inclusive growth and building resilience are essential for LICs to converge with more advanced economies and meet the Sustainable Development Goals (SDGs). Building resilience will also be critical in the context of a more shock-prone world. This requires both decisive domestic actions, including expanding and better targeting Social Safety Nets (SSNs), and substantial external support, including adequate financing, policy advice, capacity development and, where needed, debt relief. The Fund is further stepping up its support through targeted policy advice, capacity building, and financing.
