Kemiskinan merupakan suatu keadaan yang sering dihubungkan dengan kebutuhan, kesulitan dan kekurangan diberbagai keadaan hidup. Kegagalan dalam mencapai pemenuhan kebutuhan dasar hidup menjadi yang menjadi awal kemunculan istilah kemiskinan. Penyebab kemiskinan juga mendapat perhatian besar bagi peneliti dunia. Berbagai pendekatan telah digunakan untuk menafsirkan dan mengeksplorasi masalah kemiskinan dengan metode yang berbeda. Beberapa studi dengan perspektif berbeda telah mengidentifikasi penyebab kemiskinan misalnya sejarah, lingkungan, kekurangan modal, kemiskinan budaya, kekurangan kebijakan, lokasi geografis, lingkungan ekologis, keluarga, faktor individu dan sebagainya. Ini menunjukkan bahwa kemiskinan petani tidak hanya dipengaruhi oleh pendapatan ekonomi yang rendah, tetapi juga oleh lebih banyak faktor sumber daya, seperti kondisi alam, perkembangan sosial, dan lingkungan ekologis, Faktorfaktor yang berkontribusi terhadap kemiskinan petani tidak hanya terbatas pada deteksi struktur populasi tunggal, perkembangan ekonomi, dan karakteristik individu, tetapi juga dipengaruhi oleh faktor multi level dan multidimensi. The main objective of the tool is to propose a harmonized, objective and consensual basis to analyse the performance of a national food control system. It is intended to be used by countries as a supporting basis for self-assessment to identify priority areas of improvement and plan sequential and coordinated activities to reach expected outcomes, and by repeating the assessment on a regular basis, countries can monitor their progresses.
