Abstract: While barriers to trade in most goods and some services including capital flows have been reduced considerably over the past two decades, many remain. Such policies harm most the economies imposing them, but the worst of the merchandise barriers (in agriculture and textiles) are particularly harmful to the world's poorest people, as are barriers to worker migration across borders. This paper focuses on how costly those anti-poor trade policies are, and examines possible strategies to reduce remaining distortions. Two opportunities in particular are addressed: completing the Doha Development Agenda process at the World Trade Organization (WTO), and freeing up the international movement of workers. A review of the economic benefits and adjustment costs associated with these opportunities provides the foundation to undertake benefit/cost analysis required to rank this set of opportunities against those aimed at addressing the world's other key challenges as part of the Copenhagen Consensus project. The paper concludes with key caveats and suggests that taking up these opportunities could generate huge social benefit/cost ratios that are considerably higher than the direct economic ones quantified in this study, even without factoring in their contribution to alleviating several of the other challenges identified by that project, including malnutrition, disease, poor education and air pollution.

This paper reviews the major types of international migration and recent global and regional trends in population movements, as well as conceptual issues and recent trends in the volume of remittance flows. The paper further considers the extent to which trade, aid and development can be expected to stem future migration flows, the role of international migration in trade in services, and implications for future research. Migration flows are heavily concentrated in a few world regions and are increasingly volatile and unpredictable, with political as well as economic causes and consequences. While there is general consensus that flows of capital and goods should be free, there is no such agreement on the movement of people. Little is known about the extent to which national policies toward in-migration impede trade in services; a survey of firms across selected industries might shed light on this issue. There is also little documentation of the economic and trade consequences in countries with policies to train workers for international export. The adoption of measures to address the potential for migration from Central and Eastern Europe offer new opportunities to understand interactions amongst migration, trade, aid, investment, and development, as do the "turnaround cases" (e.g. italy, Spain, Portugal) of countries that have shifted or are shifting from areas of emigration to ones of immigration.

This paper surveys key developments in the theory of international migration and international trade, and provides a few stylized facts. International migration, in many important cases, such as cross-country differences in productivity, can be a complement to international flows of commodities. In the presence of a productivity difference that is generated by an external economy effect of human, capital physical capital has weak incentives to flow from developed to underdeveloped countries while pressures for international migration from poor to rich countries are strong. The balancing factors underlying an efficient global dispersion of population are those which generate advantages to size, such as public goods, or increasing returns to scale on one hand, and those which generate disadvantages to size, such as immobile factors or congestion effects in the utilization of public services, on the other hand. The modem welfare state typically redistribute income from the rich to the poor in a way which attracts poor migrants from the less developed countries. Since migration could impose a toll on the redistribution policy of the Developed Country it may benefit from the extension of foreign aid to the Less Developed Country if this aid serves to finance a subsidy to workers in the Less Developed Country, thereby containing migration.

In the context of established international economic theory, it is well known that international trade of commodities is effectively trading factors of production such as labour and capital. It follows that if factors of production can be moved internationally, then the need for commodity trade is eased, and trade of commodities and movements of factors of production can be substituted for each other. From this, the conclusion can be reached that factor movement is a substitute for commodity trade. Allowing people to migrate from one country to another country involves migration of labour - the movement of a factor of production. The conclusion that factor flows are a substitute for commodity-trade can be re-stated as international immigration is a substitute for international trade. However, this conclusion does not explain the real world in which both international trade and international immigration have increased over time. Thus, established theory of immigration and trade may not be a reliable policy guide for formulating immigration and/or trade policy. It is the purpose of this thesis to formulate an alternative theory, which more effectively explains the relationship between immigration and trade. For the purpose of distinguishing the impact of immigrants on trade from the impact of other factors on trade, this thesis employs a two-step approach. The first step lays down the theoretical foundations by arguing that immigrants contribute to the economy of the immigrant receiving country in two areas: Firstly, immigrants supply labour to the immigrant receiving country and increase demand for goods and services, hence increase the size of the economy in the immigrant receiving country. Secondly, immigrants bring in intangible social capital and human capital with them (in addition to any tangible capital they bring with them). Both contributions have impacts on international trade. The increasing labour supply could reduce trade, but increasing the market size, and bringing in social capital, in the form of foreign market information, could facilitate trade. The second step employs the latest econometric techniques to test empirically the theory that is developed in the first step, using real world data. The main empirical technique employed in this thesis to analyse the effect of immigration on trade is the gravity model that is estimated using cross-section and time series (panel) data. The case of Australia's immigration and trade with ten major Asian trade partner countries is selected for the study. The panel cointegration test is conducted to investigate the possible long run equilibrium relation between immigration and trade. The short-run relation between immigration and trade is also examined. This thesis successfully distinguishes between the impact of immigrants on trade and the impact of other influential factors on trade. A strong long run relation between immigration and exports is established. Within a certain range of immigrant intakes, immigrants have positive and significant impact on Australia's exports to the immigrant home countries. The long run impact is found to be double the strength of the short run impact. However, a long run relation between immigration and imports cannot be clearly established by the panel cointegration test, and the impact of immigrant intake on imports is not strong. Since the long run relation between migrant intake and exports can be established, it is possible that an underlining causation exists. Therefore, a panel causality test on immigration and exports is conducted. The results show that migrant intake "Granger causes" exports, but exports do not Granger cause immigration. This thesis demonstrates that international labour immigration, unlike the movement of other factors of production, is not necessarily a substitute for international trade in the manner described by established international economic theory. In the case of Australia's immigration and trade with Asian immigrant home countries, immigrants have long run and short run positive impacts on exports, although immigrants do not have a strong impact on Australia's imports from Asian migrant home countries. Moreover, migrant intake 'causes' exports. The main policy implication of these findings is that Australia can use immigration as a long-term strategy to promote exports to Asian countries.

Why have countries increasingly restricted immigration even when they have opened their markets to foreign competition through trade or allowed their firms to move jobs overseas? In Trading Barriers, Margaret Peters argues that the increased ability of firms to produce anywhere in the world combined with growing international competition due to lowered trade barriers has led to greater limits on immigration. Peters explains that businesses relying on low-skill labor have been the major proponents of greater openness to immigrants. Immigration helps lower costs, making these businesses more competitive at home and abroad. However, increased international competition, due to lower trade barriers and greater economic development in the developing world, has led many businesses in wealthy countries to close or move overseas. Productivity increases have allowed those firms that have chosen to remain behind to do more with fewer workers. Together, these changes in the international economy have sapped the crucial business support necessary for more open immigration policies at home, empowered anti-immigrant groups, and spurred greater controls on migration. Debunking the commonly held belief that domestic social concerns are the deciding factor in determining immigration policy, Trading Barriers demonstrates the important and influential role played by international trade and capital movements.
