This volume is part two of a selection of articles on migration movements in, to, and from Southeast Europe. It aims at a better understanding of the complex migration processes which deeply affect Balkan societies, both presently and in the past. The articles presented here focus on the ways and strategies of migrants, on "irregular migration" in and to, as well as on "transit migration" through the region, while others deal with the effects of return migration on Balkan societies. They present empirical findings on migration which are of interest not only for experts on Southeast Europe and on migration processes in general, but also for those interested in European integration and in the consequences of EU migration policies.

Migrations have moulded Balkan societies. In the multiethnic empires migrations were very common, and in the modern era, economic reasons led millions of people to go abroad as overseas emigrants before World War I, as Gastarbeiter in the 1960s and 70s, or as economic migrants since 1990. In addition, many people had to leave their homes as political refugees or as victims of ethnic cleansing. But Balkan countries were and are also hosts to immigrants and refugees, and they have witnessed enormous rural-urban migrations. This volume, the first part of a selection of conference papers, focusses on historical and cultural aspects of migration in, from and to Southeastern Europe.

The issues around settlement, belonging, and poor relief have for too long been understood largely from the perspective of England and Wales. This volume offers a pan-European survey that encompasses Switzerland, Prussia, Belgium, the Netherlands, and Britain. It explores how the conception of belonging changed over time and space from the 1500s onwards, how communities dealt with the welfare expectations of an increasingly mobile population that migrated both within and between states, the welfare rights that were attached to those who “belonged,” and how ordinary people secured access to welfare resources. What emerged was a sophisticated European settlement system, which on the one hand structured itself to limit the claims of the poor, and yet on the other was peculiarly sensitive to their demands and negotiations.

This book provides an important new analytical framework for making sense of return, remigration and circular mobility, conceptualising them as different phases of a wider migration process. Using an in-depth case study of Albania and its two main destination countries, Italy and Greece, the book demonstrates that instead of being viewed as a linear path between origin and destination, migration should be seen as a segmented, or cyclical pattern that may involve several localities and more than two countries. Characterised by important previous historical, social, economic and political linkages, geographical proximity but also high migration volatility and sustained flows in either directions, Albanian migration to Italy and Greece offers an optimal case study for analysing complex return, reintegration and mobility processes. While interesting as a unique regional migration system, the lessons learned cast light on important migration and mobility dynamics that are relevant for labour migration in Europe, also from other important migrant origin countries in the EU’s neighbourhood such as for instance Morocco or the Ukraine. This rich theoretical and empirical study will be of interest to researchers within European Studies and Migration Studies, as well as providing a useful contribution to policy debates on how to govern return migration, reintegration and circular migration. The important role women play in the process of migration to the Western bloc - and in particular to Southern Europe where they often find jobs in the domestic service, tourist or sex industries - has been increasingly recognized. This timely book provides essential new insights into the forms of migration and the impact of gender relations on the migration and accommodation process, and also raises general conceptual issues about ways of understanding migration in a global context. At a time when all the member states of the European Union have called for a reduction in immigration in response to its steady growth, the urgency of the topic is apparent. Contributors examine the possible legal, social and economic problems that increased immigration may produce, including: - female migration and its relation to changing gender relations in the country of migration; - different forms of exclusion faced by male and female migrants; working conditions and status; - migrant networks; - and women's role in reproducing and maintaining ethnic culture. This book will be essential reading for courses in migration, nationalism, Mediterranean and area studies, gender studies and a range of social science courses. It will also be of use to policy makers and those interested in European developments.

Managing migration promises to be one of the most difficult challenges of the twenty-first century. It will be even more difficult for south European countries, from which emigration has levelled off and to which immigration has become a significant economic issue. Southern Europe is close to other regions where the pressure to emigrate is intense: these regions have a high level of unemployment, above the European Union average, and a large informal sector, often 15-25 per cent of their economies as a whole. This book analyses the southern European migration case using an economic approach. It combines a theoretical and an empirical approach on the fundamental migration issues - the decision to migrate, effects on the country of departure and country of destination, and the effectiveness of policies in managing migration. It also explores the transformation due to migration of southern European countries in the 1980s and 1990s.

This book explores the linkages between Southern Europe and South America in the post-World War II period, through organized migration and development policies. In the post-war period, regulated migration was widely considered in the West as a route to development and modernization. Southern European and Latin American countries shared this hegemonic view and adopted similar policies, strategies, and patterns, which also served to promote their integration into the Western bloc. This book showcases how overpopulated Southern European countries viewed emigration as a solution for high unemployment and poverty, whereas huge and underpopulated South American developing countries such as Brazil and Argentina looked at skilled European immigrants as a solution to their deficiencies in qualified human resources. By investigating the transnational dynamics, range, and limitations of the ensuing migration flows between Southern Europe and Southern America during the 1950s and 1960s, this book sheds light on post-World War II migration-development nexus strategies and their impact in the peripheral areas of the Western bloc. Whereas many migration studies focus on single countries, the impressive scope of this book will make it an invaluable resource for researchers of the history of migration, development, international relations, as well as Southern Europe and South America.
