Earthquakes come without warming, and often cause massive devastation, resulting not only in the loss of property but also of lives. Many of the survivors suffer from intense and lasting psychological trauma. This book covers the experience of recent earthquakes in India, and what has been learnt (and what we have failed to learn) in the process of managing the aftermath in each case. This includes immediate medical attention, long-term mental health care, and the reconstruction of housing and infrastructure in both rural and urban areas. The experiences of the contributors, many of whom have actively contributed their expertise to disaster management and recovery, help us understand what problems require a swift response and which aspects should be based on detailed analyses keeping in mind local conditions. Reconstruction is seen as offering an opportunity to rebuild society such that all sections of the population are empowered and brought into the community’s decision-making process. It is also an opportunity to develop construction techniques that are suited to local materials and skills but are also more earthquake-resistant than the old. And finally, there is the realisation that the best first responders are local community groups which need to be nurtured, and trained in crisis management and risk mitigation.

Assessment of human casualties in earthquakes has become a topic of vital importance for national and urban authorities responsible for emergency provision, for the development of mitigation strategies and for the development of adequate insurance schemes. In the last few years important work has been carried out on a number of recent events (including earthquakes in Kocaeli, Turkey 1999, Niigata Japan, 2004, Sichuan, China 2008 and L'Aquila,Italy 2009). These events have created new and detailed casualty data, which has not until now been properly assembled and evaluated. This book draws the new evidence from recent events together with existing knowledge. It summarises current trends in the understanding of the factors influencing the numbers and types of casualties in earthquakes; it offers methods to incorporate this understanding into the estimation of losses in future events in different parts of the world; it discusses ways in which pre-event mitigation activity and post-event emergency management can reduce the toll of casualties in future events; and it identifies future research needs.

Earthquakes have caused massive death and destruction, and potentially damaging earthquakes are certain to occur in the future. Although earthquakes are uncontrollable, the losses they cause can be reduced by building structures that resist earthquake damage, matching land use to risk, developing emergency response plans, and other means. Since 1977, the federal government has had a research oriented program to reduce earthquake losses the National Earthquake Hazards Reduction Program (NEHRP). This program has made significant contributions toward improving our understanding of earthquakes and strategies to reduce their impact. Implementing action based on this understanding, however, has been quite difficult. This chapter provides an introduction to earthquakes: a sum mary of the earthquake hazard across the United States, a review of the types of losses earthquakes cause, a discussion of why earthquakes are a congressional concern, and an introduction to mitigation actions taken prior to earthquakes that can reduce losses when they occur. The federal policy response to date, NEHRP is then described and reviewed. Finally, specific policy options for improving federal efforts to reduce future earthquake losses are presented.
