The European Neighbourhood Policy (ENP) has evolved into one of the European Union's major foreign policy instruments and received considerable attention. However, other EU neighbourhood policies, and their relevance for the ENP, also require examination. The Arab uprisings, civil wars in Libya and Syria, the continuing Israeli-Palestinian conflict, the crisis in Ukraine and Russia's annexation of the Crimean peninsula have all brought the institutional design and tools of the ENP into question and a comparative perspective is crucial to understand EU neighbourhood policies in a wider sense. This timely book puts the ENP into context by exploring the major challenges and key lessons of the EU's other policy frameworks with neighbouring countries. Mapping the EU's bi-lateral and multilateral neighbourhood relations in comparison to the ENP and investigating the major challenges faced, it provides a comprehensive, up-to-date view of the EU's relations with its neighbours. Focusing on current affairs and future challenges, the comparison with the ENP and the lessons to be drawn, generate novel insights into the EU's closest external relations. This book will be of key interest to students and scholars studying European Politics, policies and comparative politics.

By analysing case studies through the lens of new constructivist Institutionalist perspective, this book sheds new light on the failure of EU policies in the Mediterranean. It suggests that these failures are the result of problems at the very heart of EU policy-making which clearly privilege economic concerns over social concerns.

The enlarged European Union needs new instruments for exporting stability and change into the fragile regions and countries beyond its borders. That is why the EU is developing and implementing the European Neighbourhood Policy (ENP): a strategic concept which is to enhance the Union ́s capability to be a driver of reform - without automatically promising the ""golden carrot"" of membership to the neighbours. This book provides the reader with information on what ENP wants, how it works and what the prospects of the Union ́s cooperation with neighbouring countries are.

EU external democracy promotion has traditionally been based on ‘linkage’, i.e. bottom-up support for democratic forces in third countries, and ‘leverage’, i.e. the top-down inducement of political elites towards democratic reforms through political conditionality. The advent of the European Neighbourhood Policy and new forms of association have introduced a new, third model of democracy promotion which rests in functional cooperation between administrations. This volume comparatively defines and assesses these three models of external democracy promotion in the EU’s relations with its eastern and southern neighbours. It argues that while ‘linkage’ has hitherto failed to produce tangible outcomes, and the success of ‘leverage’ has basically been tied to an EU membership perspective, the ‘governance’ model of democracy promotion bears greater potential beyond the circle of candidate countries. This third approach, while not tackling the core institutions of the political system as such, but rather promoting transparency, accountability, and participation at the level of state administration, may turn out to remain the EU’s most tangible form of democratic governance promotion in the future. This book was originally published as a special issue of Democratization.

The literature on the European Union influence’s in its Eastern neighbourhood has tended to focus on EU-level policies and prioritize EU-related variables. This book seeks to overcome this EU-centric approach by connecting EU policy transfer to the domestic and regional environment in which it unfolds. It looks at the way in which the EU seeks to influence domestic change in the post-Soviet countries participating in the European Neighbourhood Policy/Eastern Partnership and domestic receptivity to EU policies and templates. It seeks to disentangle the various dynamics behind domestic change (or lack thereof) in Eastern Partnership countries, including EU policy mechanisms, domestic elites’ preferences and strategies, regional interdependences and Russia’s policies. Based upon extensive empirical investigation on EU policies in four countries; Armenia, Georgia, Moldova and Ukraine – and in two pivotal policy sectors - the book provides systematic and nuanced understanding of complex forces at work in the policy transfer process. This text will be of key interest to scholars and students of international relations, European studies, democratization studies, and East European Politics and area studies, particularly post-Soviet/Eurasian studies.

The European Neighbourhood Policy Values And Principles written by Sara Poli and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 2018-06 with categories.

The European Neighbourhood Policy is a key part of the foreign policy of the European Union (EU), through which the EU works with its southern and eastern neighbours with a view to furthering its interests and achieving the closest possible degree of political association and economic integration. The policy is underpinned by a set of values and principles that the EU seeks to promote. The European Neighbourhood Policy - Values and Principles carries out a legal analysis of the values and principles that form the basis for the European Neighbourhood Policy - respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights (including the rights of minorities), plus the principles of conditionality, differentiation and coherence. This collection explores the instruments that the EU has deployed under the European Neighbourhood Policy to spread its values and to achieve its interests. It assesses to what extent the EU has been (and is) consistent in upholding its values in its relations with neighbouring countries, and examines how these values have been received by these countries. The book looks in particular at the nature of EU-Russia relations, seeking to identify areas of common interest as well as those of actual and potential disagreement.

The Revised European Neighbourhood Policy written by Dimitris Bouris and has been published by Springer this book supported file pdf, txt, epub, kindle and other format this book has been release on 2016-11-07 with Political Science categories.

This book analyses the revised European Neighbourhood Policy (ENP) which entered into force in May 2011, thereby replacing its predecessor of 2003/2004. The edited volume provides a structured and comprehensive overview of the most recent developments in EU foreign policy (EUFP) towards the EU’s southern and eastern neighbourhood through the prism of continuity and change. By critically examining EU action and inaction in the framework of the 2011 ENP, it also puts the ENP's most recent review of 2015 in perspective. Topics covered include: conceptual, theoretical and methodological issues; the legal and institutional aspects of the revised ENP and the changes brought by the entering into force of the Lisbon Treaty; and conflicts and crises in the EU’s neighbourhood, such as the Western Sahara conflict, the Israeli-Palestinian conflict, the South Caucasus conflicts and the crisis in Ukraine. The authors also focus on sectoral cooperation, analysing the changes brought by the revised ENP of 2011 in the domains of energy cooperation and migration. This volume will appeal to scholars and upper level students in EU/European Studies, International Relations, Political Science, as well as practitioners and policy-makers in the field.
