They made this policy possible by preparing the nation for it by their doctrines: they became, later, the leaders of that German public opinion which betrayed itself, with such jealous nationalism, in the Luxemburg question. Again, Lord Acton said, "They brought history into touch with the nation's life, and gave it an influence it had never possessed out of France; and won for themselves the making of opinions mightier than laws."
