In the burgeoning literature on welfare regimes and typologies, this comparative study offers a stimulating new perspective. Kaufmann, the doyen of the sociology of social policy in Germany, emphasizes norms, culture and history, in contrast to political economy approaches. Comparing Britain, Sweden, France and Germany, Kaufmann highlights the „idiosyncrasy” of each welfare state: countries are compared with regard to their state traditions and the relationship between state and civil society; their national “social questions”; their economic systems, including the unions and labour law; social security and redistribution; and their personal social services and education. The socio-cultural approach enables Kaufmann to show that not all modern states are welfare states. Some are just „capitalism“ (the USA), others are „socialism“ (the former Soviet Union). In this light, the (essentially North-West European) welfare state is portrayed as a third way between capitalism and socialism.

In a relatively short time, the American state developed from a weak, highly decentralized confederation composed of thirteen former English colonies into the foremost global superpower. This remarkable institutional transformation would not have been possible without the revenue raised by a particularly efficient system of public finance, first crafted during the Civil War and then resurrected and perfected in the early twentieth century. That revenue financed America's participation in two global wars as well as the building of a modern system of social welfare programs.Sheldon D. Pollack shows how war, revenue, and institutional development are inextricably linked, no less in the United States than in Europe and in the developing states of the Third World. He delineates the mechanisms of political development and reveals to us the ways in which the United States, too, once was and still may be a "developing nation." Without revenue, states cannot maintain political institutions, undergo development, or exert sovereignty over their territory. Rulers and their functionaries wield the coercive powers of the state to extract that revenue from the population under their control. From this perspective, the state is seen as a highly efficient machine for extracting societal revenue that is used by the state to sustain itself.War, Revenue, and State Building traces the sources of public revenue available to the American state at specific junctures of its history (in particular, during times of war), the revenue strategies pursued by its political leaders in response to these factors, and the consequential impact of those strategies on the development of the American state.

Public health policies had a profound impact on urban life in the late nineteenth and early twentieth centuries, yet relatively few people took an active interest in the formulation of these policies. In this book Marjaana Niemi examines the impact of different political aims and pressures on 'scientific' health policies through the analysis of public health programmes in two case studies, one in Birmingham and the other in Gothenburg. By examining early twentieth-century campaigns concerned with infant welfare and the prevention of tuberculosis, the book provides illuminating insights into the relationship between public health and the regulation of urban life. Not only does the book analyse the processes whereby different political aims became embedded in these 'apolitical' health campaigns, but it also highlights the important part that the campaigns played in urban politics and governance. The political aims which public health campaigns advanced are explored by comparing health policies in Britain and Sweden, where officials were part of one public health community, enjoying close links, attending the same conferences and contributing to the same journals. The problems they dealt with were often similar and in both countries health authorities claimed scientific grounds for their programmes. Yet the policies they pursued were often strikingly different. Through examination of two different national approaches, the book does justice to the full complexity of the policy-making process and illuminates the wide range of factors that affected municipal policies.
