This paper sets out proposed reforms of the House of Commons, as a basis for consultation. The reforms are designed to create a modern and more effective system for the parliamentary scrutiny of government, both in terms of its executive actions and in its legislation. The measures also aim to make the work of the Commons more accessible to the public and raise levels of public respect for Parliament. The proposed reforms include: shortening the length of parliamentary debates; reducing the notice period required for tabling a ministerial question at Question Time; the publication of Bills in draft form; enabling Bills to be carried over from one Session to the next; methods for scrutiny of the implementation of new laws and secondary legislation; changing the pattern of sitting hours, including an earlier start for proceedings in the Chamber and increased time for constituency work; altering recess periods; the introduction of modern technology for House procedures, including an electronic method of voting; widening press coverage of Parliamentary proceedings; live coverage of public committee proceedings on the internet; and an increased education service for schoolchildren. It does not offer proposals on the Select Committee system, as this issue will be covered in a forthcoming report by the Modernisation Committee.

In the Second Report of last Session of the Select Committee on Modernisation of the House of Commons, published in April 1999, it was recommended that for Session 1999-2000 there should be an experiment with a parallel Chamber, known as "Westminster Hall". Westminster Hall was envisaged as a forum for private members; select committees; and non-controversial business agreed through the usual channels which at present finds no place in the time of the House. The report concludes that Westminster Hall has not enabled the Government to expand its legislative programme. It was concluded that the business taken in Westminster Hall has been additional business, which would otherwise not have taken place at all. The report stresses that as a result of alterations made the Westminster Hall is now a meeting place of which the House can be proud. The report recommends that the experiment with sittings in Westminster Hall should be continued until the end of the first Session of the next Parliament.

This report makes a number of conclusions and recommendations for revised procedures so that it is easier for the general public, as well as lobby groups, representative organisations and other stakeholders to influence Parliament's consideration of bills. Issues discussed include: the volume of legislation; pre-legislative scrutiny; information about bills; programming; second, committee and third reading stages; consideration of Lords amendments; timing of votes; and resource implications. Recommendations include that pre-legislative scrutiny of draft bills should become more widespread, and as a matter of routine, Government bills should be referred to committees with the power to take evidence and to amend bills. For greater clarity, standing committees should be renamed as 'public bill committees' in relation to bills and 'delegated legislation committees' in relation to statutory instruments. The standing committee stage could be improved by increasing the notice period for amendments, and the Commons should begin to computerise standing committee papers and provide on-screen access to papers in committee rooms. There should be a more flexible approach to the timing of bills to allow for longer second reading debates on some bills and shorter debates on others as required. Parliament should improve the quality of its information provision, using a series of 'legislation gateways' on its internet site to provide a single source of information for each bill, and there should be greater use of information currently available, such as the Government's Regulation Impact Assessments.
