The potential for using revenues from extractive resources for inclusive growth in Africa is tremendous. However, the realisation of the transformative role that extractive industries could play in sustainable development has been elusive in most African countries. Collaborative Governance in Extractive Industries in Africa presents the critical challenges facing extractive industries from different contexts, countries, sectors and settings. It features chapters with diverse angle of interest and analytical tools applied in examining the critical issues related particularly to mining and petroleum development in Africa. Disputes and dispossession of property rights in the mining sector are causes of injustice, violence, and forced resettlement around the world. This comprehensive volume examines mining, particularly what is often called ‘Artisanal and Small-Scale Mining’, from a perspective of governance and rights. It focuses on rights to land, natural resources, and other forms of material ‘property’. Many projects, policies, and laws targeting artisanal and small-scale mining are embedded in problematic conceptual and institutional frameworks that implicitly stigmatise and discipline artisanal and small-scale miners. This collection takes a critical look at notions of property to destabilise some of these frameworks. The chapters in this book are notable for their recognition of the agency of artisanal miners and ‘local communities’ within the uneven hierarchies in which they are embedded, and their acknowledgement of the difficulties of state regulation of such a complex set of issues. Spaces of Responsibility explores the role of ethics in (re)ordering extractive relations under the global condition. Through an empirical investigation of actors, places, and ideas in and around Burkina Faso’s industrial gold mining sector, this volume carries out an anti-essentialist yet critical examination, offering new insights into global mining capitalism. Corporate concession-making practices, the implementation of (national) mining legislation, and civil society interventions in mining areas all contribute in different ways to the dialectics of the global. Accordingly, the ongoing territorialization of mining investment often has considerable impacts on the well-being of populations in the Global South. At the same time, multinational corporations today cannot completely distance or isolate themselves from the political, economic, and social contexts they are interacting in and with. Drawing on theoretical debates about the links between resource extraction and socio-economic development, multi-scalar negotiations of ethics in mining governance are ethnographically retraced. In terms of gains and benefits, these negotiations manifest themselves spatially, providing access for some actors while excluding others.

This book uses extractive industry projects in Africa to explore how political authority and the nation-state are reconfigured at the intersection of national political contestations and global, transnational capital. Instead of focusing on technological zones and the new social assemblages at the actual sites of construction or mineral extraction, the authors use extractive industry projects as a topical lens to investigate contemporary processes of state-making at the state–corporation nexus.
