The Government Finance Statistics: Compilation Guide for Developing Countries represents a new approach by the IMF's Statistics Department (STA) to assist developing countries to compile government finance statistics (GFS) in accordance with the guidelines of the Government Finance Statistics Manual 2001 (GFSM 2001). This Technical Assistance report on Jordan discusses that financial system of Jordan is dominated by other depository corporations (ODC), which constitute around 63 percent of the financial system’s assets. The technical assistance mission delivered objectives and agreed with the authorities on an action plan to improve the country’s monetary statistics. Some progress has been made in the Central Bank trial accounts regarding the sectorization and classification of the financial instruments. The Central Bank of Jordan (CBJ) has made substantive progress in improving human resource skills among staff. The accounting principles are found to be broadly in line with the methodology of the IMF with some departures related to market valuation. The accounting and valuation methodology implemented by the ODCs in Jordan are broadly in line with the recommended compilation practices identified in the Monetary and Financial Statistics Manual and Compilation Guide. Considering the change in the source data since 2014, the mission re-mapped the source data, using data from the aggregated balance sheet of the banking sector and the accompanying schedules through a bridge table. The mission built a time series for all the required data and created a tool linking the data to the Standardized report forms. The tool provides CBJ staff with a simpler method for data compilation.

The mission worked with officials of the Central Bank of Suriname (CBS) to review the compilation framework of monetary statistics for the central bank (CB) and other depository corporations (ODCs) in accordance with the methodology set out in the IMF’s 2016 Monetary and Financial Statistics Manual and Compilation Guide and developed a roadmap to incorporate the accounts of insurance corporations and pensions funds in the compilation of monetary and financial statistics (MFS). Alongside these improvements, the CBS will be able to produce an updated and improved MFS.

In response to a request from the Reserve Bank of Zimbabwe (RBZ), and with the support of the International Monetary Fund’s (IMF’s) African Department (AFR), a monetary and financial statistics (MFS) technical assistance mission visited Harare, Zimbabwe, during October 16–27, 2017. The mission’s main objective was to assist the RBZ in finalizing its work of compiling MFS of the Central Bank (CB) and Other Depository Corporations (ODCs) in accordance with the Monetary and Financial Statistics Manual and Compilation Guide (MFSMCG). Compilation of these data will lead to the regular reporting of improved monetary data for publication in International Financial Statistics (IFS) and provide MFS data for use by the IMF African Department (AFR) and the Reserve Bank of Zimbabwe in their research and publications.

At the request of the Superintendency of Banks of Panama (SBP), and with the support of the International Monetary Fund’s (IMF’s) Western Hemisphere Department (WHD), a monetary and financial statistics (MFS) remote technical assistance (TA) mission from the IMF’s Statistics Department (STA) took place during June 22-July 10, 2020. The main objective of the mission was to assist the SBP in the compilation of new standard report forms for depository corporations (SRF 1SR and SRF 2SR) on the basis of internationally accepted standards, as set out in the IMF’s 2016 Monetary and Financial Statistics Manual and Compilation Guide (MFSMCG), following the introduction of a new chart of accounts by the SBP, and to agree on an improved timeline to report monetary and financial statistics to STA, on a monthly basis. The work of the mission was facilitated by the excellent collaboration of the staff of the Financial Studies Directorate (FSD) of the SBP. The officials met during the mission are listed in Appendix I.
