1. The increasing number of research papers appeared in the last years that either make use of aggregation functions or contribute to its theoretieal study asses its growing importance in the field of Fuzzy Logie and in others where uncertainty and imprecision play a relevant role. Since these papers are pub lished in many journals, few books and several proceedings of conferences, books on aggregation are partieularly welcome. To my knowledge, "Agrega tion Operators. New Trends and Applications" is the first book aiming at generality , and I take it as a honour to write this Foreword in response to the gentle demand of its editors, Radko Mesiar, Tomasa Calvo and Gaspar Mayor. My pleasure also derives from the fact that twenty years aga I was one of the first Spaniards interested in the study of aggregation functions, and this book includes work by several Spanish authors. The book contains nice and relevant original papers, authored by some of the most outstanding researchers in the field, and since it can serve, as the editors point out in the Preface, as a small handbook on aggregation, the book is very useful for those entering the subject for the first time. The book also contains apart dealing with potential areas of application, so it can be helpful in gaining insight on the future developments.

Die öffentliche Verwaltung möchte sich gerne flexibel aufstellen. Gut gemeinte Ansätze haben aber oftmals eine „Querwirkung“ auf Faktoren, die eher unflexibel wirken. Flexibilität lässt sich folglich nicht „anordnen“. Es kommt vielmehr darauf an, sich ständig zu hinterfragen, um Änderungspotenzial zu erfahren. Dieses Änderungspotenzial ließe sich aufnehmen und bewerten. Das Ergebnis können Handlungen sein. Allerdings sollten sich die Verantwortlichen darüber im Klaren sein, dass eine sinnvolle „Handlung“ auch darin bestehen kann, nichts zu tun! Manchmal ist eine Konstellation genau so richtig, wie sie bereits seit Jahren eingeübt wurde. Flexibel zu agieren heißt, sich an den gegebenen Rahmenbedingungen zu orientieren und bezogen auf die beeinflussbaren und nicht beeinflussbaren Parameter abzuwägen, ob man (noch) gut aufgestellt ist oder ob es sinnvoll ist, die Zukunft neu zu gestalten. Dazu wird empfohlen, einen evolutionären Ansatz zu verfolgen, bei dem das vorhandene „Richtige“ belassen und das notwendig zu Ändernde mittel- und langfristig geplant und angegangen wird. Dieses Buch untersucht anhand von Einzelfällen der Verwaltungspraxis, inwieweit sich die öffentliche Verwaltung über „das Richtige“ bereits im Klaren ist.

Mit der vorliegenden Arbeit stellen wir die Ergebnisse eines empirischen For schungsprojekts zur Diskussion, das wir an der Abteilung fiir Medizinische So ziologie der Universitat Gottingen (Abteilungsvorsteher: Prof. Dr. Hannes Friedrich) durchgefiihrt haben und das unter dem Titel "Erfassung artikulierter Beanspruchung: Empirische Umsetzung eines arbeitssoziologischen Konzepts zur Analyse vorwiegend psychisch belastender Arbeitsbedingungen" (Forder kennzeichen: 01 HG 034 3) von Juni 1984 bis September 1987 yom Bundesmini ster fiir Forschung und Technologie im Rahmen des Schwerpunktprogramms "Humanisierung des Arbeitslebens" gefOrdert wurde. Wir mochten an dieser Stelle allen danken, die uns die Realisierung unseres Forschungskonzepts (das dann, wie in der Einleitung erlautert wird, doch eher ein betriebssoziologisch-sozialpsychologisches, denn ein arbeits- und industrie soziologisches geworden ist) ermoglicht und uns dabei mit Verstandnis, Rat und Tat unterstiitzt haben: Unsern Betreuern beim Projekttrager HdA, Herrn Dr. Paul Oehlke und Frau Dipl.-Psych.
