Eine Verkehrswende ist nötig. Während dieser Aussage nahezu von allen Seiten zugestimmt wird, kommt die praktische Umsetzung dieses gesellschaftlichen Großprojekts nicht schnell genug voran. Obwohl in Wissenschaft und Praxis viele Lösungsansätze und Konzepte existieren, tut sich die Politik häufig schwer, die notwendigen Strategien und Maßnahmen für eine Verkehrswende umzusetzen. Grund dafür sind (erwartete) Widerstände von Gruppen, die bisher vom autogerechten Verkehrssystem profitieren und die notwendigen Verhaltensänderungen als nachteilig empfinden. Darüber hinaus nimmt zwar das Bewusstsein für nachhaltiges Verhalten in der Bevölkerung zu, häufig jedoch ohne eine wirksame Verhaltensänderung auszulösen. Objektive Verbesserungen im öffentlichen Verkehrssystem führen zwar häufig zu einer höheren Nutzung von Bus und Bahn, jedoch selten zu Lasten der Pkw-Nutzung. Obwohl auch hier wissenschaftliche Erkenntnisse zu Motiven und der Motivation bei der Verkehrsmittelwahl vorliegen, ist eine systematische Umsetzung dieser Erkenntnisse in der Praxis bisher nicht gelungen. Vor diesem Hintergrund beschäftigen sich die Nahverkehrs-Tage 2023 mit der zentralen Frage, wie die Verkehrswende erfolgreich umgesetzt werden kann. Dabei werden sowohl das Verhalten auf individueller Ebene als auch die Umbau- und Gestaltungsprozesse auf gesellschaftlicher Ebene betrachtet. Aufbauend auf den psychologischen Grundlagen des Mobilitätsverhaltens werden Beispiele aus Wissenschaft und Praxis vorgestellt, die Erfolgsfaktoren und Hemmnisse für nachhaltiges Verhalten herausarbeiten. Dabei spielen preis- und tarifpolitische Interventionen wie die Einführung des Deutschlandtickets eine besondere Rolle. Darüber hinaus wird gezeigt, wie die lokale Politik für die Verkehrswende abgeholt werden kann und welche verkehrspolitischen Instrumente die Bundesländer Baden-Württemberg und Berlin zur Umsetzung der Transformation nutzen.

Die Finanzierung des Öffentlichen Personenverkehrs in Deutschland basiert im Wesentlichen auf zwei Säulen, der Nutzer- und Haushaltsfinanzierung. Nachdem viele Jahre die Nutzerfinanzierung durch überproportional steigende Preise an Bedeutung gewonnen hat, haben sich zuletzt die politischen Ziele in vielen Verbünden verschoben: Vor dem Hintergrund von Klimaschutzzielen, dem Überschreiten der NOx-Grenzwerte und wachsenden Verkehrsproblemen in den Ballungsräumen wird der Öffentliche Verkehr als wesentliche Lösung der o. g. Herausforderungen gesehen. Dementsprechend spielen bei der Tarifgestaltung Anreize für eine Mehrnutzung heute häufig eine größere Rolle als die Ergiebigkeit. Die Digitalisierung der Vertriebs- und Informationssysteme führt darüber hinaus zu neuen Möglichkeiten der Tarifgestaltung, wie eine stärkere Entfernungsorientierung und neue, bisher nicht umsetzbare Anreizinstrumente. Vor diesem Hintergrund beschäftigen sich die Nahverkehrs-Tage 2019 mit der Frage, wie die Finanzierung des Öffentlichen Personenverkehrs in Deutschland zukünftig aussehen könnte.

Die Einführung des 9-Euro-Tickets stieß zunächst auf Skepsis, insbesondere hinsichtlich der Umsetzung, Effektivität, Effizienz und Finanzierung. Später wird dann das Bild des „Sommermärchens“ zur Beschreibung genutzt. Auch beim Nachfolgeangebot zum 9-Euro-Ticket bestehen in der ersten Marktphase erhebliche Unsicherheiten darüber, inwiefern es zu Fahrtenverlagerungen und positiven Klimawirkungen kommt. Während der Implementierungsphase wird immer deutlicher, dass die Wirkungen mehr als ein Entlastungselement umfassen und eine gesamtgesellschaftliche und volkswirtschaftliche Betrachtung erfordern. Der Autor bietethierfür allumfassende Einblicke in die Herausforderungen und Potenziale, die die Diskussionen um das 9-Euro-Ticket sowie Deutschlandticket begleitet haben. This overview of developments in transport survey methods from around the world emphasises survey quality and innovation. It contains selected papers from the International Conference on Transport Survey Quality and Innovation, held in the Kruger National Park, South Africa, during August 2001. The conference covered both passenger and freight transport, but was limited to surveys that collect information directly from individuals or organisations so it excludes traffic counts or other observational data collection. Many delegates were from Sub-Saharan Africa and other less developed regions of the world, so there was also an interest in identifying user needs and exploring what can be accomplished outside the North American/Western European regions of the world. This conference was the eighth in a series of international conferences on Survey Methods held since the late 1970s, the previous one having been held in Germany in May 1997, entitled "Transport Surveys: Raising the Standard".
