The Food and Agriculture Organization of the United Nations (FAO) has been providing support to member countries on national forest monitoring for decades. Best practices and lessons learned from this support are summarized in FAO´s Voluntary guidelines on national forest monitoring (VGNFM). The guidelines provide principles, elements and best practices for the establishment and implementation of a multipurpose National Forest Monitoring System (NFMS). The aim of this paper is to strengthen the elements and guidelines provided in the VGNFM in the context of Reducing Emissions from Deforestation and Forest Degradation (REDD+). It also includes a deeper analysis of the United Nations Framework Convention on Climate Change decisions and the most recent methodological recommendations provided by the Intergovernmental Panel on Climate Change, focusing on the three pillars of an NFMS for REDD+: a Satellite Land Monitoring System, a National Forest Inventory, and REDD+ reporting, including the combination of remote-sensing and ground-based forest inventory to estimate anthropogenic forest related Greenhouse Gas emissions by sources and removals by sinks.

Over the past ten years, REDD+ countries have made substantial advances in developing and operationalizing their National Forest Monitoring Systems (NFMS), to comply with measuring, reporting and verification (MRV) commitments for REDD+ under UNFCCC, as well as to provide better forest data to effectively support decision-making and domestic policies. In order to support developing countries in moving towards a more solid institutional setting, this paper provides a basis for understanding the importance of institutionalizing an NFMS within each country, particularly from a legal, financial and capacity-building perspective.

The importance of translating the results of forest monitoring into useful commodities (i.e., data, information, knowledge, and wisdom) is discussed. The need for an effective communications strategy is stressed, following well-established reporting principles. Reporting may involve a range of communications specialists as well as those who collect the data, and scientists who analyze and interpret it. It is vital that the type of report is tailored to the needs of particular audiences, be they scientists or modelers, policy and/or decision makers. Monitoring platforms need to be increasingly aware of new opportunities for the data and information they generate. The internet is now enabling quicker and global reporting of monitoring outputs but also promoting two-way communication between user and consumer. A political movement to promote open access to all forms of monitoring data is gaining ground and some international and European regulations are already affecting the way forest monitoring outputs are placed in the public domain.

Different monitoring initiatives have been undertaken in Canada and the United States since the 1980s at national and regional scales. In the United States, starting in 1990, partners from federal and state agencies established the Forest Health Monitoring (FHM) program with the goal of monitoring and evaluating the status, conditions, and trends in indicators of forest health. The FHM program has evolved into a system where FHM plots are integrated with the national Forest Inventory and Analysis program. In Canada, early attempts can be traced back to the 1980s with the Acid Rain Early Warning System. After its ending, Canadian forest monitoring was mostly carried out within the redesigned National Forest Inventory, Ecological Monitoring and Assessment Network, and regional initiatives. One of them, implemented in the Athabasca Oil Sands Region of Alberta since 1997, is presented here.

This manual was prepared within the framework of a technical assistance (TA) agreement entitled “Forest Resources Inventory and Establishment of a forest reference level for REDD+ in Nigeria (UTF /NIR/066/NIR (644170)”, to support the implementation of national forest inventory (NFI) in Nigeria. An NFI is a key component of a measurement, reporting and verification (MRV) system which is a requirement of the United Nations Framework Convention on Climate Change (UNFCCC) for the national forest monitoring system to assess anthropogenic forest-related greenhouse gas emissions by sources and removals by sinks. The results of the NFI will be used to support national institutions to address issues of REDD+ and greenhouse gas (GHG) international reporting obligations. It can be also used to review the policy processes to support sustainable forest management at national level.
