This book discusses the domestic politics of treaty reform in the European Union, from the failed referendums on the Constitutional Treaty held in France and the Netherlands in May-June 2005 to the entry into force of the Treaty of Lisbon in December 2009. The chapters, written by some of the finest scholars in the field of EU/European politics, show how European integration has increasingly become a contested issue in a majority of Member States. Going beyond the view that national governments are the main, if not the sole, driving force in the process of European integration, this book shows that other actors and factors have played a central role in preference formation and inter-state bargaining. These include: political parties, public opinion, the media, presidents, constitutional courts and, more broadly, political systems, ratification hurdles and the general negotiation context. National Politics and European Integration combines empirical analysis and theoretical explanations for one of the most controversial periods in the history of the European Union. This important book will be of great interest for advanced students in EU studies, comparative politics and public policy.

The global financial, economic and sovereign debt crisis since 2008 has led to increases in political disaffection among citizens, a loss of legitimacy of political institutions, the discredit of mainstream parties and the rise of extremist or anti-system political alternatives. This comparative volume sheds greater light on this critical juncture in the recent history of the European Union (EU) by focusing on the evolution of attitudes of national political elites. It examines whether the crisis has affected the legitimacy of the EU integration project as perceived by national political elites and, consequently, if the elite consensus that constituted one of the most solid fundamentals supporting that project has been eroded. Analysing these changes across the different dimensions in which support for the EU is organized and its relationship with the evolution of support towards European integration among citizens in member states, the book addresses a basic question: How have these events affected the perceptions of the EU of national political elites? Ultimately, it sheds light on the evolution of the relationship between the perception of the EU and the national contexts, as well as the likely evolution of the project of European integration in the near future. This book will be of key interest to scholars and students of political elites, EU politics, European integration, political parties, and more broadly to comparative politics, European studies and sociology.

This is a detailed exploration of how national political parties have responded to the increasing relevance of European governance. The Europeanization of National Political Parties is the first empirical study to examine the effects of the European Union on the internal organizational dynamics of national political parties. It draws on the results of a major, cross-national project and is based on documentary analysis and some 150 interviews with senior party actors in six EU member states: Austria, Britain, France, Germany, Spain and Sweden. Situated in the context of the debate on Europeanization, the contributors illustrate that national political parties have been surprisingly well equipped to handle the challenges of the increasing importance of multi-level governance in Europe. Following a rigorous analytical framework, the country studies examine thirty relevant political parties and systematically address a clearly defined set of empirical questions. The volume ends with two comparative chapters that analyze the findings from a cross-national perspective and that offer theoretical insights into the problems of party government amid increasing European integration. This text will appeal to all those researching in the fields of European studies, political science and comparative politics.

Europe is in crisis, but the European Union just gets stronger. Greece, Portugal, Spain and Ireland have all been told that they must submit their budgets to EU-appointed bureaucrats. The 'soft coup' that put EU officials in charge of Greece and Italy shows that the Union is opposed to democracy. Instead of weakening the European Union, the budget crisis of 2012 has ended up with the eurocrats grabbing new powers to dictate terms. Over the years the forward march of the European Union has been widely misunderstood. James Heartfield explains that the rise of the EU is driven by the decline in political participation. Without political contestation national parliaments have become an empty shell. Where once elites drew authority from their own people, today they draw authority from the European Union, and other summits of world leaders. The growth of the European Union runs in tandem with the decline in national politics. As national sovereignty is hollowed out, technocratic administration from Brussels fills the void. This account of the rise of the European Union includes a full survey of the major schools of thought in European studies, and a valuable guide to those who want to take back control. ,

European integration is progressing at an even more rapid rate. Accompanying this progress is an increasing debate about the institutional shape and legitimacy of this new political order. This debate is driven in part by conflicting values, and in part by uncertainty. This book addresses the question of parliamentary involvement in the emerging European political system by looking at both national and European levels of parliamentary representation. In doing this, it gives greaterattention to the role of national parliaments than is usual in discussions about democracy in the European Union.Based on interviews and surveys among members of parliament at the European level, and in eleven member states, it analyses the role of parliaments and parliamentarians, the linkages between national citizenry and the European level, and the problems and perspectives of institutional change. The book is provides analyses of the views from within concerning European integration and concentrates of three dimensions: the MPs themselves; their embeddedness in the process; and theirperspectives on institutional structures. These views from within offer new insights and answers to institutional problems in the European Union and the so-called democratic deficit.

European politics has been reshaped in recent decades by a dual process of centralization and decentralization. At the same time that authority in many policy areas has shifted to the suprantional level of the European Union, so national governments have given subnational regions within countries more say over the lives of their citizens. At the forefront of scholars who characterize this dual process as Omulti-level governance,OLiesbet Hooghe and Gary Marks argue that its emergence in the second half of the twentieth century is a watershed in the political development of Europe. Hooghe and Marks explain why multi-level governance has taken place and how it shapes conflict in national and European political arenas. Drawing on a rich body of original research, the book is at the same time written in a clear and accessible style for undergraduates and non-experts.
