Ethno-national conflict is one of the central issues of modern politics. Why are some regions prone to war while others remain at peace? What conditions cause regions to move from peace to war and vice versa? This book offers a novel theoretical explanation for the differences in levels of and transitions between war and peace. The author distinguishes between "hot" and "cold" outcomes, depending on intensity of the war or the peace, and then uses three key concepts (state, nation, and the international system) to argue that it is the specific balance between states and nations in different regions that determines the hot or warm outcomes: the lower the balance, the higher the war proneness of the region, while the higher the balance, the warmer the peace. The international systematic factors, for their part, affect only the cold outcomes of cold war and cold peace. The theory of regional war and peace developed in this book is examined through case-studies of the post-1945 Middle East, the Balkans and South America in the nineteenth and twentieth centuries, and post-1945 Western Europe. It uses comparative data from all regions and concludes by proposing ideas on how to promote peace in war-torn regions.

Nations at War provides an explanation of war in international politics grounded on data-based, empirical research. The book classifies and synthesizes the research findings of over 500 quantitative analyses of war at the analytic level of the state, dyad, region, and international system. Because wars follow from political decisions, two basic decision-making models - the rational and the non-rational - are examined in relation to the explanatory framework of the volume. In addition, case analyses of two wars - the Iran/Iraq War (1980), and World War I (1914) - are provided as demonstrations of scientifically-based explanations of historical events. The primary structural factors responsible for the onset and seriousness of war are identified and the explanations are developed according to the scientific model of 'covering laws'. The conclusion presents a discussion of the potential for probabilistic conditional predictions of conflict within the context of war and peace studies.

With the end of the Cold War, nuclear non-proliferation has emerged as a central issue in international security relations. While most existing works on nuclear proliferation deal with the question of nuclear acquisition, T.V. Paul explains why some states – over 185 at present – have decided to forswear nuclear weapons even when they have the technological capability or potential capability to develop them, and why some states already in possession of nuclear arms choose to dismantle them. In Power versus Prudence Paul develops a prudential-realist model, arguing that a nation's national nuclear choices depend on specific regional security contexts: the non-great power states most likely to forgo nuclear weapons are those in zones of low and moderate conflict, while nations likely to acquire such capability tend to be in zones of high conflict and engaged in protracted conflicts and enduring rivalries. He demonstrates that the choice to forbear acquiring nuclear weapons is also a function of the extent of security interdependence that states experience with other states, both allies and adversaries. He applies the comparative case study method to pairs of states with similar characteristics – Germany/Japan, Canada/Australia, Sweden/Switzerland, Argentina/Brazil – in addition to analysing the nuclear choices of South Africa, Ukraine, South Korea, India, Pakistan, and Israel. Paul concludes by questioning some of the prevailing supply side approaches to non-proliferation, offering an explication of the security variable and its linking of nuclear proliferation with protracted conflicts and enduring rivalries. Power versus Prudence will be of interest to students of international relations, policy-makers, policy analysts, and the informed public concerned with the questions of nuclear weapons, non-proliferation, and disarmament. The United Nations acknowledged that the country belongs to the people of Western Sahara. Consequently, the Moroccan occupation is illegal, especially regarding international law. However, no change or progress has been made; all negotiation attempts have failed. Hence, the conflict could be seen as intractable.
