Since the fall of the Soviet Union in 1991, the world has been engaged in a new dynamic of power politics as the newly formed Russian Federation attempts to establish its identity in Europe. As a regional power Russia is accused of forcing its will on former satellite states through military posturing and aggression as seen in Georgia, Crimea, and Ukraine. This study discusses issues directly related to NATO expansion into former Soviet-bloc states and the Russian Federation's response to these actions. A qualitative research model combined with a case study approach to thoroughly analysis all available relevant data related to the Russian Federations military and political movements was used. The findings are: (1) NATO offers of expansion into former Soviet-bloc states eroded the foundation of the NATO-Russian -Founding act of 1997, (2) United States and European military expansion into states surrounding the Russian Federation has caused a security dilemma and (3) Russian is reacting militarily to protect itself in line with Defensive Structural Realist principals. This study adds context to discussions regarding how to deal diplomatically with the Russian Federation regarding European security.

The Kremlin has sought to establish an exclusive Russian sphere of influence in the nations lying between Russia and the EU, from Georgia in 2008 to Ukraine in 2014 and Belarus in 2020. It has extended its control by means of military intervention, territorial annexation, economic pressure and covert activities. Moscow seeks to justify this behavior by referring to an alleged threat from NATO and the Alliance’s eastward enlargement. In the rhetoric of the Kremlin, NATO expansion is the main source for Moscow’s stand-off with the West. This collection of essays and analyses by prominent politicians, diplomats, and scholars from the US, Russia, and Europe provides personal perspectives on the sources of the Russian-Western estrangement. They draw on historical experience, including the Russian-Western controversies that intensified with NATO's eastward expansion in the 1990s, and reflect on possible perspectives of reconcilitation within the renewed transatlantic relationship. Moscow indulges in the military use of force and balancing behaviour, only when it perceives its interests to be threatened, but seeks to preserve, uphold, or return to the status-quo the moment the threats subside or are neutralized by balancing actions, acting more as a security maximizer, than a power maximizer. The Sources of Russian Aggression: Is Russia a Realist Power? employs a qualitative research design and case study method, relying on secondary literature, military sources, and observed and recorded news. This evidence relies on Russian strategic actions, and not Russian rhetoric. The evidence explored suggests that Russia balances against perceived threats and that Russian use of force is directly proportional to any strategic and material loss. Alternatively, Russia behaves like a status quo power when the perceived threat subsides. Also, Maitra explains how Russian military aggression is focused on geopolitical balance and has narrow strategic aims, and Russia either lacks the will and/or capability or both to be an expansionist or occupying power. Maitra concludes that Russia is inherently a reactive power with limited regional aims, which are not commensurate with an aspiration of a continental hegemony. The findings have future policy relevance for European/British and American security, as the U.S. grows increasingly isolationist, and NATO and EU rift widens.

NATO’s 2010 Strategic Concept officially broadened the alliance’s mission beyond collective defense, reflecting a peaceful Europe and changes in alliance activities. NATO had become an international security facilitator, a crisis-manager even outside Europe, and a liberal democratic club as much as a mutual-defense organization. However, Russia’s re-entry into great power politics has changed NATO’s strategic calculus. Russia’s aggressive annexation of Crimea in 2014 and its ongoing military support for Ukrainian separatists dramatically altered the strategic environment and called into question the liberal European security order. States bordering Russia, many of which are now NATO members, are worried, and the alliance is divided over assessments of Russia’s behavior. Against the backdrop of Russia’s new assertiveness, an international group of scholars examines a broad range of issues in the interest of not only explaining recent alliance developments but also making recommendations about critical choices confronting the NATO allies. While a renewed emphasis on collective defense is clearly a priority, this volume’s contributors caution against an overcorrection, which would leave the alliance too inwardly focused, play into Russia’s hand, and exacerbate regional fault lines always just below the surface at NATO. In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

This book analyses the expansion of The North Atlantic Treaty Organization (NATO) into the post-Soviet space after the end of the Cold War. Based on an extensive analysis of the literature and government documents, including doctrines, statements and speeches by the most influential decision-makers and other actors, it sheds new light on the geopolitical and geostrategic context of the expansion of the military alliance, and assesses its impact on international security relations in Europe. The first chapter introduces readers to the neo-realist approach and develops the methodological basis of the book. The following chapters provide a historical overview of the causes and consequences of two waves of eastward NATO enlargement. Special attention is paid to the annexation of the Crimea and to Russian hybrid-asymmetric warfare. Finally, thirty years after the end of the Cold War, the book notes a disturbing return to militarization in international security relations. To counter this process, the author calls for a reduction of current international tensions and a new policy of détente.
