The Chinese government set a target to reduce China’s carbon intensity by 40%-45% in 2020 at its 2005 level. To achieve this target, the government has allocated targets to provinces, cities, and large enterprises, and selected five pilot provinces and eight cities for CO2 emission trading. Such emission trading process will involve decentralization, optimization, and negotiation. The prime objective of this book is to perform academic research on simulating the negotiation process. Through this research, a methodological framework and its implementation are set up to analyze, model and facilitate the process of negotiation among central government and individual energy producers under environmental, economical and social constraints. Negotiation In Decentralization: Case Study Of China's Carbon Trading In The Power Sector discusses research carried out on negotiation issues in China regarding Chinese power sector reform over the past 30 years. Results show that conflicts exist between power groups and the national government, and that the most current negotiation topics in China's power industry are demand and supply management, capital investment, energy prices, and CO2 emission mitigations. This book explores how vertical inter-governmental political and fiscal bargains and horizontal variation in political, social and economic conditions across regions contribute to or undermine the provision of inclusive and sustainable social policies at the subnational level in Latin America and India. The question of how to advance universal social rights while reducing territorial inequalities has been a central dilemma for Latin America and India. After several decades of ambitious decentralization reforms in both regions, the balance between local accountability versus centralized planning remains a theoretical and empirical problem in need of systematic exploration. The chapters in this volume incorporate both federal and decentralized unitary states, pointing to common political tensions across unitary and federal settings despite the typically greater institutionalization of regional autonomy in federal countries. The contributors examine the territorial dimension of universalism and explore, in greater and empirical detail, the causal links between fiscal transfers, social policies and outcomes, and highlight the political dynamics that shape fiscal decentralization reforms and the welfare state. What role do diplomacy and negotiations play in economic globalization? Many argue that great powers shape diplomacy to their advantage, others that, in a 'flat world', diplomacy helps everyone. Going beyond these polarized views, this book explores the conditions under which negotiations matter and the ways in which diplomacy is evolving in the global commercial arena. J.P. Singh argues that where there is a diffusion or decentralization of power among global actors, diplomacy can be effective in allowing the adjustment of positions so that mutual gains will result. In contrast, when there is a concentration of power, outcomes tend to benefit the strong. There will be little alteration in perception of interest, and coercion by strong powers is common. Singh's book suggests that there are possibilities for transformational problem-solving through multilateral diplomacy. Empirically, the book examines the most important information-age trade issues.

Tripartism—the national-level interaction among representatives of labor, management, and government—occurs infrequently in the United States. Based on the U.S. experience, then, such interactions might seem irrelevant to economic performance and policymaking. The essays in this volume reveal the falsity of that assumption. Contributors from eight industrialized countries (Australia, Germany, Ireland, Italy, Japan, Korea, the Netherlands, and the United States) examine the changing nature of labor-management relations, with a particular focus on the role of tripartism and the decentralization of collective bargaining. Although nonexistent in the United States and on the decline in Japan and Australia, tripartism flourishes in Germany, Ireland, and the Netherlands, expanding beyond traditional corporatist partners to include women's organizations, senior citizens, and other representatives of "civic society." The vibrancy of the coordinating mechanisms that help shape employment conditions and labor policy contradicts the traditional belief that an overpowering unilateral decentralizing shift is underway in labor-management interactions. The contributors show that these mechanisms are in fact increasing in the face of intensified pressures, promoting greater flexibility in work organization and working time.
