Although transportation economists have advocated the tolling of urban streets as a mechanism for controlling congestion and managing travel demands for over 50 years, it is only recently that this idea has become practical. When compared to the alternative of building more roads, congestion pricing - in particular via electronic tolling - is attractive and has been adopted in countries around the world. Recent implementations in London, Singapore, and various cities in Norway, as well as a number of projects in the United States, have been judged successful. This book presents rigorous treatments of issues related to congestion pricing. This is a book about infrastructure networks that are intrinsically nonlinear. The networks considered range from vehicular networks to electric power networks to data networks. The main point of view taken is that of mathematical programming in concert with finite-dimensional variational inequality theory. The principle modeling perspectives are network optimization, the theory of Nash games, and mathematical programming with equilibrium constraints. Computational methods and novel mathematical formulations are emphasized. Among the numerical methods explored are network simplex, gradient projection, fixed-point, gap function, Lagrangian relaxation, Dantzig-Wolfe decomposition, simplicial decomposition, and computational intelligence algorithms. Many solved example problems are included that range from simple to quite challenging. Each chapter in Equilibrium and Advanced Transportation Modelling develops a topic from basic concepts to the state-of-the-art, and beyond. All chapters relate to aspects of network equilibrium. Chapter One advocates the use of simulation models for the representation of traffic flow movements at the microscopic level. Chapter Two presents travel demand systems for generating trip matrices from activity-based models, taking into account the entire daily schedule of network users. Chapter Three examines equilibrium strategic choices adopted by the passengers of a congested transit system, carefully addressing line selection at boarding and transfer nodes. Chapter Four provides a critical appraisal of the traditional process that consists in sequentially performing the tasks of trip generation, trip distribution, mode split and assignment, and its impact on the practice of transportation planning. Chapter Five gives an insightful overview of stochastic assignment models, both in the static and dynamic cases. Road congestion imposes major financial, social, and environmental costs. One solution is the operation of high-occupancy toll (HOT) lanes. This book outlines a method for dynamic pricing for HOT lanes based on non-linear programming (NLP) techniques, finite difference stochastic approximation, genetic algorithms, and simulated annealing stochastic algorithms, working within a cell transmission framework. The result is a solution for optimal flow and optimal toll to minimize total travel time and reduce congestion. ANOVA results are presented which show differences in the performance of the NLP algorithms in solving this problem and reducing travel time, and econometric forecasting methods utilizing vector autoregressive techniques are shown to successfully forecast demand.
