The purpose of this note is to highlight the key findings of an assessment of non-tariff measures (NTMs) on goods trade in the East African Community (EAC), and identify priorities for a second stage of work focused on practical steps toward reducing and eliminating these NTMs. This synthesis report is prepared in response to EAC's request for a phased technical assistance from the World Bank. Its objectives are to choose NTMs with high impact on inter-member trade out of the range of NTMs identified in the region; improve the understanding of their persistence over time; and, devise practicable implementation plans for their 'removal.' In concrete steps towards establishing a free trade area (FTA), the EAC has already made remarkable progress on reducing eliminating tariffs on traded goods since 2005. The remaining internal tariff walls are to be eliminated by 2010. There is increasing need for the kind of analysis requested by EAC where the regional economic community (REC) wide internal trade liberalization has allowed considerable reduction/elimination of tariffs, but would be offset by NTMs. This, in turn would significantly delay the establishment of the EAC common market.

It has been argued that current regional integration efforts by East African States will foster economic development by attracting domestic and foreign private investments through the reduction or removal of tariffs and other barriers to trade. However, it is generally acknowledged that despite the reduction or removal of tariffs on trade, if freight costs and procedures remain prohibitive, they will hamper investment and trade flows by reducing returns on exported outputs as well as on imported inputs. The present study assesses the extent to which transportation costs constitute a barrier to trade within the East African Community and how they act as an implicit tax on production and imported investment inputs. The study focuses on road transit transport destined to Rwanda from the seaport of Mombasa through the Northern Transport Corridor. Findings of this study are useful for both academicians and policy makers who seek to understand issues at stake with regard to the current economic and political integration process in the East African Region which could serve as a lesson for the entire African Continent.

Africa is not achieving its potential in regional trade. This is of particular importance given the uncertainty surrounding the global economy and stagnation in traditional markets in Europe and North America and the emergence of Africa as a rising growth pole. The contributions to this volume highlight the enormous scope for increased cross-border trade in Africa in both goods and services and the reasons why such opportunities are not being exploited. The varied contributions show that for effective regional integration policy makers must look beyond simply removing tariffs to address barriers on the ground that constrain the daily operations of ordinary producers and traders. This requires a reform agenda, covering both goods and services that puts in place appropriate regulations for integrated markets and builds the capacity of institutions that are essential for trade across borders. The incidence of barriers to regional trade fall most heavily on the poor and women and prevents them from exploiting the opportunities that regional trade provides to diversify exports away from a narrow range of minerals and primary products that have been driving recent growth. Regional trade can play a key role in delivering the jobs that are needed for Africa’s young populations. The chapters have been written in a non-technical way to promote dialogue on regional integration in Africa amongst a broad audience that includes policy makers, officials, academics, entrepreneurs, consumers as well as the international development community.

Agricultural biotechnology holds great promise in contributing to Africa’s socioeconomic development. This is confirmed by a growing body of literature analyzing the positive economic effects at the farm level, and also for a growing number of farmers in Africa. However, with the exception of Burkina Faso, Egypt, and South Africa, the African countries have been slow adopters of biotechnology crops for cultivation. Trade concerns are often cited in sub-Saharan Africa as a reason for taking a precautionary approach to genetically modified (GM) crop adoption, which may result in forgone benefits for farmers and society at large and have a negative impact on a country’s food security situation. This study aims to evaluate the barriers that the adoption of GM crops by the East African countries poses for their trade with neighboring countries, with their other trade partners in Africa, and with their international trade partners. It is based on a literature review of recent studies analyzing the actual and potential trade implications of adopting GM crops, with a particular focus on the East African countries. This literature review is complemented by an analysis of recent agricultural trade statistics. In addition, the perspectives of key stakeholders and policymakers in East Africa have been included vis-à-vis the trade implications of adopting GM crops.
