Relative to its population, Iceland experienced the largest inflow of immigrants over the past decade of any OECD country. Four out of five immigrants in Iceland have come from EU and EFTA countries, although there has been a recent increase in humanitarian arrivals. Employment rates are the highest in the OECD, for both men and women, reflecting the recent and labour market oriented nature of most immigration to Iceland. However, immigrants’ skills are often not well used, as witnessed by the high rate of formal overqualification. What is more, immigrants’ language skills are poor in international comparison and there is evidence of growing settlement of immigrants. Against this backdrop, Iceland is at a turning point in its integration framework, and seeks to develop a comprehensive integration policy for the first time. This review, the fifth in the series Working Together for Integration, provides an in depth analysis of the Icelandic integration system, highlighting its strengths, weaknesses, and potential areas for improvement. Earlier reviews in this series looked at integration in Sweden (2016), Finland (2018), Norway (2022) and Flanders (2023).

Denmark has well-established labour market policies for young people with a strong focus on early intervention and activation. Job centres in the North Denmark Region are rather successful in getting job- or education-ready young people into employment or education within a reasonable time. There is, however, a group of particularly vulnerable young people who remain difficult to integrate in the labour market. This report shows that low education and mental ill-health are the main challenges. To bring down the share of young people who are not in employment, education, or training (NEET), the region will need to tackle early school leaving and invest in integrated mental health, education and employment services. The Investing in Youth series builds on the expertise of the OECD on youth employment, social policy and skills and reflects the OECD Recommendation on Creating Better Opportunities for Young People, which was adopted by all OECD Member countries in 2022. Investing in Youth covers both OECD countries and key emerging economies. Earlier reviews in the same series have looked at youth outcomes and policies in Brazil (2014), Latvia and Tunisia (2015), Australia, Lithuania and Sweden (2016), Japan (2017), Norway (2018), Finland, Korea and Peru (2019), and Slovenia (2021).

The transition towards a green economy, rapid development of digital technologies and demographic change are some of the forces disrupting traditional career paths, resulting in more fluid diversified career trajectories. To benefit from increased longevity, workers will increasingly have to consider job mobility at middle and older ages, changing jobs or careers more frequently than in the past. As in other countries, career mobility declines with age in the United Kingdom, yet voluntary mobility can provide opportunities to find better jobs, potentially improving job satisfaction, skills use and productivity. This report identifies key public and employer policies in the United Kingdom that can support career mobility at older ages. While the UK labour market remains dynamic providing ample job opportunities, not all workers benefit equally. Sustained public commitment to better-integrated career guidance, employment support and skills training is needed to support workers at all stages of their career. With workforce ageing, all stakeholders including employers must prioritise enhancing job quality along with health and well-being to prevent premature workforce exits. Key factors include fair pay, access to occupational health, supportive working conditions and workplace accommodation, flexible work options, and opportunities for ongoing learning and development.
