Está claro que si entendemos por soberanía el poder para actuar con autoridad exclusiva en el interior de un espacio físico delimitado jurídicamente, el anhelo de la misma solo puede entenderse en clave de nostalgia. Porque no es el caso que en una época de irreversible globalización como la nuestra tanto los viejos buenos tiempos del bienestarismo y la solidaridad de clase, añorados por la izquierda, como los de la comunidad étnicamente homogénea y moralmente ordenada, echados en falta por la derecha, tengan el menor viso de volver a materializarse. En el presente libro se despliega una brillante reflexión acerca de las razones por las que nos hemos ido convenciendo de que no queda futuro alguno que aguardar y, como consecuencia de ello, hemos ido volviendo la mirada hacia pasados completamente idealizados. No hay duda de que ha conseguido prender entre amplios sectores de la ciudadanía lo que el autor denomina una "mitologización retrospectiva" en toda regla. La incertidumbre en la que vivimos, especialmente tras la gran crisis del 2008, no ha sido solo fuente de perplejidad teórica, sino que está teniendo unos efectos prácticos bien visibles. Ha generado una notable desconfianza hacia gobiernos y elites en general, extendiéndose como una mancha de aceite el miedo hacia la deriva que puede tomar nuestra sociedad. Es así como los viejos principios del liberalismo político (división de poderes, limitación del gobierno popular, libertad de expresión, etc.), que antaño venían asociados a una estable prosperidad en todos los órdenes, han pasado a ser vistos como causantes de buena parte de nuestros males.

We tend to understand vulnerability in one of two ways: (1) the measure of everything that happens to us, or (2) that it legitimizes the current discourses and the halo of authority that fashion grants. This book provides a comprehensive analysis of the impact of populism on the European democratic polity. In the last two decades, European democracies have come under strain amid growing populism. By asserting the superiority of the majority over the law, of direct democracy over representation, and claiming the necessity to defend national sovereignty against foreign interferences, the populist conception of democracy is in stark contrast with the longstanding Western notion of liberal democracy. This volume investigates populist attempts to radically change what Bobbio called the “rules of the game” of democracy from an eminently legal perspective. Weaving together normative and empirical analysis, the contributions focus on the institutions that have suffered the most from the rise of populism as well as those that have better resisted the populist tide. Special attention will be paid to the Venice Commission’s opinions and documents, as they represent the best European standards to evaluate the extent to which populism deviates from constitutional democracy requirements. The book also considers the responses of European States to the explosion of the COVID-19 pandemic. The COVID-19 pandemic has indeed been an accelerator of known and studied trends in most constitutional systems, such as the concentration of powers in the executive hands and the consequential loss of parliament's centrality. Various forms of populism across Europe have thus found an ideal breeding ground to implement their agenda of granting the executive broad regulatory and decision-making powers while loosening parliamentary and judicial checks. Against this backdrop, the book analyses how European democracies should adapt to the challenges posed by the pandemic, as this reflection can help respond to populist threats and propose a way forward for liberal democracy.
