Keith Payne begins by asking, "Did we really learn how to deter predictably and reliably during the Cold War?" He answers cautiously in the negative, pointing out that we know only that our policies toward the Soviet Union did not fail. What we can be more certain of, in Payne's view, is that such policies will almost assuredly fail in the Second Nuclear Age—a period in which direct nuclear threat between superpowers has been replaced by threats posed by regional "rogue" powers newly armed with chemical, biological, or nuclear weapons. The fundamental problem with deterrence theory is that is posits a rational—hence predictable—opponent. History frequently demonstrates the opposite. Payne argues that as the one remaining superpower, the United States needs to be more flexible in its approach to regional powers.

This book develops a binary role theory of world politics extending from the micro-analysis of foreign policy to the macro-analysis of world politics. The effort employs analytical tools outside of role theory to extend role concepts from agents spatially to finitely generated systems and temporally to different phases and sequences of social interaction between pairs of agents as ego and alter. There is an initial emphasis on “thinking small” about the interactions of agents as the building blocks of world politics and then tracing the processes of aggregation that generate the emergence and evolution of larger patterns of international relations over time. Empirical case studies from different historical eras and geographical regions illustrate the application of binary role theory models to problems of conflict management, alliance formation, diplomatic engagement, and transitions in world order. The analysis employs complex adaptive systems (CAS) analysis to go beyond the study of political science in building bridges to the natural sciences by using concepts and models from the Standard Model in physics and the Modern Synthesis in biology. This book will interest an audience of foreign policy scholars and international relations theorists as well as students of quantum and computational models of world politics.

There has long been an advocacy for the sociology of international law, and yet it has never been constructed so systematically and axiomatically as in this book. Based on vital terms such as 'action' and 'system, ' this book has conducted an investigation into the 'auspices' or the fundamental international sociological conditions over which international law is built, and accordingly, into how international law can control global relations. The significance of this work lies in its aim of showing by the application of a consistent logic, how complex observed phenomena can be explained and understood on the basis of certain shared fundamental perceptions drawn from common experience. By asking how a state acts in a complex system that consists of at least two subsystems having different goals and different logics, two specific issues are discussed: (1) The relationship between domestic and international law, namely, that between Article 9 of the Constitution of Japan and the UN Charter (especially the provisions for a collective security system as mentioned in chapter VII), (2) The relationship between international law and international politics, namely, the relationship between the prohibition of the use of nuclear weapons and the logic of nuclear deterrence.
