Scholars and practitioners usually regard the nuclear non-proliferation regime as composed of two categories of countries – those with and those without nuclear weapons. The latter are regarded as the core designers of that regime, while the former have their prominence in shaping non-proliferation institutions eclipsed or ignored. This book proposes to go beyond that duality by focusing on a usually neglected group of states: latent nuclear countries. Those are the countries that possess advanced nuclear capabilities but no weapons. This book shows that latent nuclear countries not only participate actively in non-proliferation institutions but also promote the creation of new frameworks highlighting concerns and perspectives different from their nuclear-weapon and nuclear-free counterparts. The author makes this argument through an intricate combination of quantitative and qualitative methods, with an in-depth analysis of Brazil and Germany as sources for case studies. He makes the case to understand the nuclear non-proliferation regime as an inclusive and refined approach that takes into consideration countries’ nuclear capabilities, identities, role conceptions, and domestic structures.

Do alliances curb efforts by states to develop nuclear weapons? Atomic Assurance looks at what makes alliances sufficiently credible to prevent nuclear proliferation; how alliances can break down and so encourage nuclear proliferation; and whether security guarantors like the United States can use alliance ties to end the nuclear efforts of their allies. Alexander Lanoszka finds that military alliances are less useful in preventing allies from acquiring nuclear weapons than conventional wisdom suggests. Through intensive case studies of West Germany, Japan, and South Korea, as well as a series of smaller cases on Great Britain, France, Norway, Australia, and Taiwan, Atomic Assurance shows that it is easier to prevent an ally from initiating a nuclear program than to stop an ally that has already started one; in-theater conventional forces are crucial in making American nuclear guarantees credible; the American coercion of allies who started, or were tempted to start, a nuclear weapons program has played less of a role in forestalling nuclear proliferation than analysts have assumed; and the economic or technological reliance of a security-dependent ally on the United States works better to reverse or to halt that ally's nuclear bid than anything else. Crossing diplomatic history, international relations, foreign policy, grand strategy, and nuclear strategy, Lanoszka's book reworks our understanding of the power and importance of alliances in stopping nuclear proliferation.

Why have some nations acquired nuclear weapons while others have refrained from doing so? Most research related to this question has focused on states that have built nuclear weapons, yet little attention has been devoted to countries that have chosen nuclear restraint. This book analyzes Swedish plans to acquire nuclear weapons during the Cold War. Sweden was very close to putting a bomb together in 1960s but, for a number of reasons illuminated in this book, decision makers abandoned those plans and subsequently rose to become one of the most recognized players in the international game of disarmament. Thanks to the recent declassification of essential documentation in Sweden and United States, it is now possible to assemble a comprehensive analysis of the Swedish nuclear weapons program based on primary sources. This book presents that analysis, a unique perspective owing to the fact that nuclear development is a highly secretive activity in most countries – with non-existent or limited access to state archives.
