Nuclear power is often characterized as a "green technology." Technologies are rarely, if ever, socially isolated artefacts. Instead, they materially represent an embodiment of values and priorities. Nuclear power is no different. It is a product of a particular political economy and the question is whether that political economy can helpfully engage with the challenge of addressing the environmental crisis on a finite, inequitable and shared planet. For developing countries like India, who are presently making infrastructure investments which will have long legacies, it is imperative that these investments wrestle with such questions and prove themselves capable of sufficiency, greater equality and inclusiveness. This book offers a critique of civilian nuclear power as a green energy strategy for India and develops and proposes an alternative "synergy for sustainability." It situates nuclear power as a socio-technical infrastructure embodying a particular development discourse and practice of energy and economic development. The book reveals the political economy of this arrangement and examines the latter’s ability to respond to the environmental crisis. Manu V. Mathai argues that the existing overwhelmingly growth-focused, highly technology-centric approach for organizing economic activity is unsustainable and needs to be reformed. Within this imperative for change, nuclear power in India is found to be and is characterized as an "authoritarian technology." Based on this political economy critique the book proposes an alternative, a synergy of ideas from the fields of development economics, energy planning and science, technology and society studies.

This book studies the extent to which nuclear safety issues have contributed towards the stagnation of nuclear power development around the world, and accounts for differences in safety regulations in different countries. In order to understand why nuclear development has not met widespread expectations, this book focusses on six key countries with active nuclear power programmes: the USA, China, France, South Korea, the UK, and Russia. The authors integrate cultural theory and theory of regulation, and examine the links between pressures of cultural bias on regulatory outcomes and political pressures which have led to increased safety requirements and subsequent economic costs. They discover that although nuclear safety is an important upward driver of costs in the nuclear power industry, this is influenced by the inherent need to control potentially dangerous reactions rather than stricter nuclear safety standards. The findings reveal that differences in the strictness of nuclear safety regulations between different countries can be understood by understanding differences in cultural contexts and the changes in this over time. This book will be of great interest to students, scholars, and policymakers working on energy policy and regulation, environmental politics and policy, and environment and sustainability more generally.

Some controversies, as the useful cliche has it, generate more heat than light. Nowhere is this more true than in the polarizing debates that are sparked by public hearings on the licensing, location, and construction of nuclear power plants and on the safety criteria that they should be required to meet. The "pro" and "anti" confrontations are tests of strength—divided among corporate, governmental, and local citizens' bodies—that do not guarantee an outcome that is fair or based on factual merit. Moreover, this book argues that where scientific and technological issues are involved, an adversary procedure, however properly moderated, is fundamentally incompatible with the impartial search for truth through scientific methods. And yet the desirability of participatory democracy—of people exercising their right to determine the shape and future of their society by some effective process—is clear and postulated as inalienable. However, in the nuclear power controversy, the adversarial process is inappropriate not only in principle but also in practice, as far as ordinary citizens are concerned. As the authors point out, "government and industry have tended to become allied against small groups of concerned, even worried, citizens. Clearly, the weight of influence, talent, money, power, policy, and decisionmaking lies with government and industry. As a result, citizen groups are usually restricted to raising questions about matters concerning which they possess little knowledge or expertise." In order to examine the process as it works now and to propose improvements for the future, the authors undertook an intensive one-year study, covering three cases: the construction permit hearings on the nuclear plants proposed for Midland, Michigan; the operating license proceedings for the plant at Vernon, Vermont; and the rule-making hearings on criteria for emergency core cooling systems. Altogether, hearings were attended for some 48 days, and more than 100 people on all sides of the issues were interviewed. After a thorough analysis of the findings, the book offers in its concluding chapter a number of specific recommendations to ensure that the public interest will be better served. And these are offered from a position of strict impartiality: "We have found that despite lip service paid to citizen participation in governmental decisionmaking agency arrogance, expert elitism, stacked-deck proceedings, and the consigning of citizens to helplessness before the steamroller of big government is more the rule than the exception. On the other hand we have found strong evidence among citizens groups of 'know-nothingism,' blind anti-technology and anti-government sentiments, pessimism, and doom forecasting.... We have attempted scrupulously to view the panoply of issues and the cast of characters analytically and fairly."

Today is a nuclear-powered era. Since 1945 nuclear technology has mutated into a cloud filtering human experiences. Despite the apparent end to the Cold War, nuclear technology remains a critical subject. This study constructs a contemporary framework to continue the project of nuclear criticism in a post-Cold War world to contribute to the discussion of nuclear issues. Building on a comprehensive review of critical nuclear discourse since 1945, this project suggests intertextual analysis of current nuclear discourse can encourage politically-meaningful public participation and can promote a better understanding of assumptions influencing the current shape of conversations concerning nuclear policy. It draws attention to a sphere of rhetoric directly affecting nuclear policy that critics have largely ignored. It builds on the work of nuclear criticism, updating and revising the project with a politically- enabling voice for a post-Cold War era. With this perspective for nuclear criticism, this study analyzes two current nuclear campaigns. The first involves the Department of Energy's Closing the Circle on the Splitting of the Atom as state-sponsored rhetoric reflecting a sustained influence of nuclearism. The second involves the Canberra Commission as a contemporary oppositional nuclear rhetor. The findings suggest successful management of nuclear resources rests with creating an inclusive public discussion and providing perpetual criticism articulating how literary and critical assumptions shape material and discursive action as humanity deals with a lingering nuclear legacy.
