"This Chaillot Paper is published on the eve of the eighth review conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). The NPT remains a central pillar in the global quest to prevent the spread of destabilising armament programmes and a nuclear war. But the 'grand bargain' on which it is based is increasingly under strain."--Page 4 of cover.

Terrorism: Commentary on Security Documents is a series that provides primary source documents and expert commentary on the worldwide counter-terrorism effort. Among the documents collected are transcripts of Congressional testimony, reports by such federal government bodies as the Congressional Research Service (CRS) and the Government Accountability Office (GAO), and case law covering issues related to terrorism. Each volume carries a single theme, and inside each volume the documents appear within topic-based categories. The series also includes a subject index and other indices that guide the user through this complex area of the law. Volume 121, Nuclear Non-Proliferation Treaty, covers recent developments relating to the 2010 NPT Review Conference, primarily those pertaining to Iran and North Korea. After the 2005 Review Conference ended without a final consensus declaration due to disputes over Iran's nuclear activities, Israel's nuclear program, and implementation of the Middle East nuclear weapon-free zone, the lack of consensus in 2005 combined with continued concern over the nuclear programs of Iran and North Korea made the 2010 Review Conference a critical moment in the achievement of the NPT's goals. Kristen Boon provides introductory analysis of the key documents relating to the NPT generally and the 2010 NPT Review Conference in particular. The documents in this volume include the Final Declaration of the 2000 Conference, statements made by the key parties at the 2010 Conference, the Final Statement of the 2010 Conference, and related UN Security Council resolutions from 2009 and 2010. Professor Boon also includes renewed discussion of two critical past documents, the U.S. Nuclear Posture Review Report of April 6, 2010, and the U.S. National Security Strategy of May 27, 2010.

Three years after the adoption of an Action Plan by the states parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), progress on implementing its disarmament section remains very limited. US-Russian dialogue on measures beyond the New Strategic Arms Reduction Treaty (or New START) has been at a virtual standstill since late 2011, and the United Kingdom is the only nuclear weapon state (NWS) that has announced unilateral arsenal reductions since May 2010. The new NWS (P5) consultations process has begun addressing transparency and verification issues, but so far has little to show in the way of outcomes. Furthermore, insisting that the focus should be on this consultative mechanism, the Conference on Disarmament (CD), and a “step-by-step” approach, the NWS have rejected new initiatives such as an open-ended working group on multilateral nuclear disarmament and the conference on humanitarian impact of nuclear weapons that took place in Norway in March 2013. The James Martin Center for Nonproliferation Studies (CNS) launched a project tracking the implementation of the 2010 Action Plan and providing regular assessments to all interested parties.

The Non-Aligned Movement (NAM) is the largest and most diverse political grouping of states engaged on issues related to nuclear nonproliferation and disarmament. Drawing on the authors first-hand experiences as members of NAM observer-state delegations in NPT and IAEA negotiations, as well as the findings of a larger CNS research project on NAM nuclear politics, the book will provide important new insights about how a small subset of NAM states has tended to dominate NAM politics and have promoted policies that are often at odds with those advanced by Western states on issues such as nuclear terrorism, IAEA safeguards, nuclear export controls, multinational fuel arrangements, proliferation in the Middle East, NPT, and nuclear arms control and disarmament. Based on an analysis of NAM perspectives, politics, and priorities, the book will provide practical recommendations for engaging NAM members in a more constructive fashion on issues related to nuclear nonproliferation, disarmament, peaceful use, and counter-nuclear terrorism. Particular attention will be given to problems likely to be encountered when Iran assumes the chairmanship of NAM in 2012 and how these difficulties can best be mitigated in the lead up to the next NPT Review Conference.

The relationship of the Nuclear Non-Proliferation Treaty with India has been an interesting subject in the field of security studies. The nuclearisation of India and its subsequent rise are further forcing the world to redefine its relationship with the treaty. However, the international response is quite mixed. The old mindset still thinks that India may join the treaty as a Non-Nuclear Weapon State. Scholars appear divided whether India should join the treaty as a nuclear weapon country. The book discusses current crises of the Nuclear Non-Proliferation Treaty which are going to figure in the 2010 Review Conference of the treaty. This book was published as a special issue of The Strategic Analysis.

Indian policy on nuclear disarmament has been one of long standing support and approval of measures leading to it. The first decade of 21st century has seen a resurgence of support for global nuclear disarmament. A cascade of nuclear disarmament proposals has emerged from different sources. There has been little interaction between India and Europe on nuclear issues. The seminar on Nuclear Non-Proliferation and Disarmament held in June 2010 in New Delhi was one such attempt to build awareness on Indian and European perspectives on nuclear disarmament. This book is based on the seminar held in New Delhi. The position of Germany and Poland were of special interest to the discourse and this volume offers an excellent insight into it.

The author presided over the Nuclear Non-Proliferation Treaty Review and Extension Conference (NPTREC) in 1995, which decided to extend the treaty indefinitely. The conference also reviewed the performance of the treaty over the 1990-1995 period. This book is an analytical record of a major multilateral conference, involving 175 countries, that succeeded in adopting final decisions without a vote. With the 2005 review taking place in May 2005, amid major concerns over non-adherence to the treaty and non-disclosure by several states, this is a relevant dissection of elements that can lead to successful outcomes in such multilateral conferences.
