National Oil Companies (NOCs) play an important role in the world economy. They produce most of the world's oil and bankroll governments across the globe. Although NOCs superficially resemble private-sector companies, they often behave in very different ways. Oil and Governance explains the variation in performance and strategy for NOCs and provides fresh insights into the future of the oil industry as well as the politics of the oil-rich countries where NOCs dominate. It comprises fifteen case studies, each following a common research design, of NOCs based in the Middle East, Africa, Asia, Latin America and Europe. The book also includes cross-cutting pieces on the industrial structure of the oil industry and the politics and administration of NOCs. This book is the largest and most systematic analysis of NOCs to date and is suitable for audiences from industry and academia, as well as policy makers.

Information Technology has turned indispensable to the business continuity and the competitiveness of today’s organizations. In the same way, IT governance has become essential in ensuring that IT is efficiently and effectively delivering its objectives aligned with the business. The research in this book had examined the role of IT governance in an organization in the booming economy of that period of the research (2010 -2012) by means of analyzing a case study of a state-owned organization in the oil and gas sector in the State of Qatar. Through applying qualitative research methods, the research explored the challenges, assessed the relevance of IT governance frameworks to the various contexts, identified techniques and success factors by which IT governance can achieve its objectives without hindering or slowing down the pace at which that organization was growing during that period of the study. Based on extensive research, the book explores and depicts the local business culture, the practice related to corporate and IT governance then discloses and discusses several misconceptions and misconducts observed.

Global energy problems will remain a challenge in the coming decades. The impact of climate change and the melting of polar sea ice opening up access to offshore hydrocarbon resources in the Arctic Ocean, raises questions for both civil society and the scientific community over drilling opportunities in Arctic marine areas. Disparities in approach to the governance of oil and gas extraction in the Arctic arise from fundamental differences in histories, cultures, domestic constraints and substantive values and attitudes in the Arctic coastal states and sub-states. Differing political systems, legal traditions and societal beliefs with regard to energy security and economic development, environmental protection, legitimacy of decision making, and the ownership and respect of the rights of indigenous people, all affect how governance systems of oil and gas extraction are designed. Using a multidisciplinary approach and case studies from the USA, Norway, Russia, Canada, Greenland/Denmark and the EU, this book both examines the current governance of extraction and its effects and considers ways to enhance the efficiency of environmental management and public participation in this system.

Oil exploration in the developing world has been and continues to be a high profile and high risk activity attracting media coverage and stimulating much debate. In Governance of the Petroleum Sector in an Emerging Developing Economy, Professor Kwaku Appiah-Adu has assembled an edited volume that provides insight into critical aspects of this highly sensitive activity. Professor Appiah-Adu’s starting point is Ghana, where he has been closely involved in national policy-making. The book makes comparisons between that African country and others as diverse as Trinidad and Tobago, and Norway. The contributors, global experts in their respective fields, explore five critical themes and propose strategies for progress in each. You will find an in-depth analysis relating to: turning oil and gas wealth into sustainable and equitable development; entrenching transparency and stakeholder engagement; effective management of the oil and gas sector; and safeguarding security and the environment. Finally, country specific models and lessons, particularly for Ghana and other African oil producing nations, are offered. This book serves as reference for business practitioners, policy makers, scholars, students and anyone interested in gaining insight into the oil and gas sector, particularly as it pertains to Ghana and other African petroleum producing nations, with lessons drawn from the global arena and international best practice.

National oil companies are big business with about 80 percent of the world’s proven oil reserves, and they are crucial to the world’s energy supplies. They are giants, some of the world’s largest companies, measured by market capitalisation, cash flow and investment. Little is known about their modus operandi, how they make decisions about investment and production or about relations with their government-owners. However, it is known that they conduct business with a political mandate, often with multiple long-term objectives, broadly defined and hard to quantify. Unclear mandates give national oil companies leeway to pursue their own distinctive interests, apart from those of the government-owner. As investors, governments are less zealous than private investors. They generally observe multiple objectives, not only return on capital. Therefore, the senior management of national oil companies enjoy more discretionary power and consider longer time horizons than their counterparts in the private sector. The Oil Business and the State explains the practice of state ownership in a capital-intensive industry with high risks and high return, and how these companies act in a market with imperfect competition. This book looks to give readers more insight into the oil industry, into the background of oil exporting countries as well as the economic and political challenges confronting them, including problems of state ownership. The book discusses wider consequences of China replacing the United States as the world’s leading oil importer. It will be of interest to researchers, academics and students in the fields of international business, management history, corporate governance, political economy and economic development of oil-rich countries.

This book evaluates and compares risk regulation and safety management for offshore oil and gas operations in the United States, United Kingdom, Norway, and Australia. It provides an interdisciplinary approach with legal, technological, and sociological perspectives on their efforts to assess and prevent major accidents and improve safety performance offshore. Presented in three parts, the volume begins with a review of the technical, legal, behavioral, and sociological factors involved in designing, implementing, and enforcing a regulatory regime for industrial safety. It then evaluates the four regulatory regimes that encompass the cultural, legal, and other contextual factors that influence their design and implementation, along with their reliance on industrial expertise and standards and the use of performance indicators. The final section presents an assessment of the resilience of the Norwegian regime and its capacity to keep pace with new technologies and emerging risks, respond to near miss incidents, encourage safety culture, incorporate vested rights of labor, and perform inspection and self-audit functions. This book is highly relevant for those in government, business, academia, and elsewhere in civil society who are involved in offshore safety issues, including regulatory authorities and industrial safety professionals.
