They analize as well the persistence of Islamic traditions in council institutions, the Frankish contribution to the urban formation of the kingdoms of the Iberian Peninsula and the autonomy of councils vis-à-vis monastic encomiendas. Several chapters are devoted to territorial and local administration and the municipal lawmaking and punitive powers, and to the study of various peculiar institutions such as merindades, caballería de sierra, etc.
