Through a synthesis of a broader inter-disciplinary literature in the field of disaster studies, organisation theory and management, and an in-depth case study this book provides an analytical framework for organising post-disaster reconstruction programmes which aim to reduce future disaster risks and achieve other objectives. It explores the role of organisational design and management on approaching and achieving the objectives of the reconstruction programme in Iran after the 2003 Bam earthquake. The housing reconstruction programme in Bam was a complex case, offering various learning opportunities to understand organising reconstruction processes especially in urban areas. The case study research explores how the urban housing reconstruction programme system was formed purposefully towards the delivery of the stated objectives and created an innovative housing process throughout the urban area. It identifies consistencies and inconsistencies among the influential organisational attributes of the programme delivery system formation. The system evolved through corrective adjustments (either formally or informally) during its implementation to reflect unfolding consequences of inconsistencies in initial formation and emerging contextual issues in the field.

Disasters threaten all parts of the world and they appear to be increasing in frequency, scale and intensity. The failure to plan for disaster recovery results in a process of rebuilding that often presages the next disaster. It also limits the collective maximization of governmental, nonprofit, and private resources, including those resources that are available at the community level. As individuals, groups, communities, and organizations routinely struggle to recover from disasters, they are beset by a duplication of efforts, poor interorganizational coordination, the development and implementation of policies that are not shaped by local needs, and the spread of misinformation. Yet investment in pre-event planning for post-disaster recovery remains low. Although researchers pointed to this problem at least twenty-five years ago, an unfortunate reality remains: disaster recovery is the least understood aspect of emergency management among both scholars and practitioners. In addition, the body of knowledge that does exist has not been effectively disseminated to those who engage in disaster recovery activities. Planning for Post-Disaster Recoveryblends what we know about disaster recovery from the research literature with an analysis of existing practice to uncover problems and recommend solutions. Abstract: In recent years, natural and man-made disasters have confronted the international community with its most demanding reconstruction challenges since the aftermath of World War II. Managing the inflow of resources and spending those resources well have proven to be two of the main difficulties in such reconstruction projects, particularly after large-scale disasters. A central dilemma of the public financial management of reconstruction is the need for very high levels of accountability to demonstrate fiduciary credibility, while at the same time ensuring the rapid implementation of recovery programs. This paper identifies options and lessons for managing post-disaster reconstruction finance in three key areas: (i) the establishment of special institutions to manage the reconstruction process; (ii) the selection of public financial management systems with respect to the application of country systems, special fiduciary arrangements, or donor/NGO execution; and (iii) monitoring and evaluation systems. The authors synthesize the phasing of assistance and approaches in eight recent post-natural disaster reconstruction efforts (Aceh-Indonesia, Yogyakarta-Indonesia, Sri Lanka, Maldives, Pakistan, Colombia, Grenada, and Honduras) to help guide the priorities and options for future instances of public financial management for disaster reconstruction. The paper also compares the challenges posed by post-conflict versus post-natural disaster public financial management.
