Disasters threaten all parts of the world and they appear to be increasing in frequency, scale and intensity. Despite huge improvements in the emergency response, permanent reconstruction is often uncoordinated, inefficiently managed and slow to begin. International agencies are geared to an efficient response in terms of humanitarian relief, but they are not well versed in the requirements of long-term reconstruction, which is often constrained by lack of planning and poorly coordinated management. The construction industry is typically engaged in a range of critical activities after a disaster, including provision of temporary shelter in the immediate aftermath and restoration of permanent shelter and public infrastructure once the immediate humanitarian needs have been attended to. During the past 10 years following the 2004 Indian Ocean Tsunami, invaluable lessons have been learned and great changes have been observed. Immediately after the disaster, the second World Conference on Disaster Reduction was held in Kobe, Japan, and formulated the Hyogo Framework for Action (HFA: 2005–2015). HFA provided a platform and framework for changes and innovations, many of which were part of the recovery programs in the different countries affected by the 2004 disaster. This book is a modest attempt to review the lessons learned through the recovery process in the affected region. The book has 31 chapters, drawing lessons from four countries: India, Indonesia, Sri Lanka, and Thailand. There are five sections: Overview (10 chapters), Indonesia (8 chapters), India (6 chapters), Sri Lanka (5 chapters), and Thailand (2 chapters). Through a synthesis of a broader inter-disciplinary literature in the field of disaster studies, organisation theory and management, and an in-depth case study this book provides an analytical framework for organising post-disaster reconstruction programmes which aim to reduce future disaster risks and achieve other objectives. It explores the role of organisational design and management on approaching and achieving the objectives of the reconstruction programme in Iran after the 2003 Bam earthquake. The housing reconstruction programme in Bam was a complex case, offering various learning opportunities to understand organising reconstruction processes especially in urban areas. The case study research explores how the urban housing reconstruction programme system was formed purposefully towards the delivery of the stated objectives and created an innovative housing process throughout the urban area. It identifies consistencies and inconsistencies among the influential organisational attributes of the programme delivery system formation. The system evolved through corrective adjustments (either formally or informally) during its implementation to reflect unfolding consequences of inconsistencies in initial formation and emerging contextual issues in the field.
