Floro Ernesto Caroleo and Francesco Pastore This book was conceived to collect selected essays presented at the session on “The Labour Market Impact of the European Union Enlargements. A New Regional Geography of Europe?” of the XXII Conference of the Italian Association of Labour Economics (AIEL). The session aimed to stimulate the debate on the continuity/ fracture of regional patterns of development and employment in old and new European Union (EU) regions. In particular, we asked whether, and how different, the causes of emergence and the evolution of regional imbalances in the new EU members of Central and Eastern Europe (CEE) are compared to those in the old EU members. Several contributions in this book suggest that a factor common to all backward regions, often neglected in the literature, is to be found in their higher than average degree of structural change or, more precisely, in the hardship they expe- ence in coping with the process of structural change typical of all advanced economies. In the new EU members of CEE, structural change is still a consequence of the continuing process of transition from central planning to a market economy, but also of what Fabrizio et al. (2009) call the “second transition”, namely that related to the run-up to and entry in the EU.

The end of communism was marked by many ironies, not the least of which was the emergence of working-class movements that challenged what the party-state called "workers' paradises." Throughout eastern Europe, labor unions played a significant role in bringing about regime change, then emerged as the largest organizations in civil society.Once well-positioned to play a significant role in-if not to dominate-the postcommunist transformation of Russia, Poland, Ukraine, and Hungary (among other countries), organized labor groups have largely vanished from the stage. Examining and explaining this disjunction is the focus of Organized Labor in Postcommunist States.Paul Kubicek offers a comparative study of organized labor's fate in four postcommunist countries, and examines the political and economic consequences of labor's weakness. He notes that with few exceptions, trade unions have lost members and suffered from low public confidence. Unions have failed to act while changing economic policies have resulted in declining living standards and unemployment for their membership.While some of labor's problems can be traced to legacies of the communist period, Kubicek draws upon the experience of unions in the West to argue that privatization and nascent globalization are creating new economic structures and a political playing field hostile to organized labor. He concludes that labor is likely to remain a marginalized economic and political force for the foreseeable.

The balance of economic power in Europe is shifting eastwards. Poland, the Czech Republic, Hungary, and Romania have all seen increases in their contributions to international trade and in the rate of GDP growth, whilst other countries have seen declines, and firms in these Central and Eastern European economies are becoming increasingly influential participants in international production systems, centred largely on Germany. This book presents an up-to-date, theoretically informed analysis of how these four countries have developed distinctive business systems since the political revolutions that transformed this region in 1989, combining the structures of liberal market capitalism established in the 1990s with practices established earlier. Influenced by the socialist inheritance of communism and increasingly diverse sources of capital, different forms of capitalism developed, less responsive to shareholder interests, and more responsive to managerial and national strategic interests This book concentrates on changing patterns of ownership and control, means of capital accumulation, the relations among multinationals, regional enterprises, and governments, and the role of the state. Whilst recognizing the role of multinationals in generating export-led growth, the book emphasizes the central role of government at national and international level.
