The German lacuna in Edward Said’s 'Orientalism' has produced varied studies of German cultural and academic Orientalisms. So far the domains of German politics and scholarship have not been conflated to probe the central power/knowledge nexus of Said’s argument. Seeking to fill this gap, the diplomatic career and scholarly-literary productions of the centrally placed Friedrich Rosen serve as a focal point to investigate how politics influenced knowledge generated about the “Orient” and charts the roles knowledge played in political decision-making regarding extra-European regions. This is pursued through analyses of Germans in British imperialist contexts, cultures of lowly diplomatic encounters in Middle Eastern cities, Persian poetry in translation, prestigious Orientalist congresses in northern climes, leveraging knowledge in high-stakes diplomatic encounters, and the making of Germany’s Islam policy up to the Great War. Politics drew on bodies of knowledge and could promote or hinder scholarship. Yet, scholars never systemically followed empire in its tracks but sought their own paths to cognition. On their own terms or influenced by “Oriental” savants they aligned with politics or challenged claims to conquest and rule.

What does Israel want from Europe and why? How does Israel pursue its goals? And, who are the relevant actors? This dissertation establishes what has been governing Israel's attitudes and behavior towards the EC/EU since the late 1980s. The end of the Cold War, the reversal of Israel's peace process policy under Rabin, and changes of government certainly have had an impact on Israel's behavior. But could the changes in behavior be due to the changes in circumstances and not to a change in the substance of Israel's attitude? As the analysis shows, Israel's European policy is astonishingly autonomous. It is also, almost exclusively, day-to-day politics. This study offers an insight into the workings of low politics of second or third priority, a view that is far from rare, but rarely taken. It also sheds light on the behavior of a state at the inferior end of an asymmetry of power: How does Israel cope when dealing with a vastly larger and more powerful actor, like the EU? Special attention is paid to Israel's self-perception and its understanding of Europe and of the EU's positions. The book also looks at misperceptions and policy failures that may result from these. The interventions in Afghanistan and Iraq have fundamentally altered the balance of power in the Middle East. Meanwhile, the social, political, and economic challenges facing the region have continued to increase. The conflict over Iran's nuclear program and the escalating violence in Iraq have lent a new urgency to the search for regional stability. Actors from within the Persian Gulf region hold a key to finding it. The 132nd Bergedorf Round Table in Dubai therefore placed its greatest emphasis on regional approaches. Politicians and analysts from the Gulf region, the United States, and Europe analyzed possible paths toward political stability in the Persian Gulf, with the roles of economic growth and political reforms, as well as the connection between democratization and stabilization placed at the center of the discussions. Participants explored the relationships between modernization and identity, secularism and religion, traditional and Western ideas, and reform and external assistance. One focus of the conference was on security policy challenges. Participants forcefully debated the U. S.-led intervention in Iraq and the role of regional and external actors such as the United States, Europe, India, and China. The Iranian government's policies under President Mahmud Ahmadinejad and the Iranian nuclear program were highlighted in particular detail.
