If Pakistan is to reduce gender gaps and achieve its development goals, policy interventions will require a dual focus on near-term and long-term outcomes. In the near term, females need access to basic services and opportunities. In the longer term the economic, cultural, and political environment must sustain improved circumstances for women in health, labor force participation, and other outcomes. Far deeper and more integrated initiatives are needed if long-standing trends in gender inequality are to be reversed. What role does public policy play? In many cases minor changes in laws and institutions can foster greater involvement by women in the public sphere to enable them to pursue activities that further enhance their autonomy and elevate their status. Such changes may encourage parents to educate their daughters, for instance, which will enable future generations of women to make better health-related and economic decisions within the household, and to participate in political life where they can contribute to further social and legal change. What is to be done in the meantime, as institutional reforms and economic growth may make limited and slow progress? Active policy measures to promote gender equality in the present are crucial. In particular, near-term approaches must work around existing constraints on women and girls, augmenting their access to basic services, paid work, and opportunities for decision-making in the public sphere. The analysis in this report has incorporated research and insights from scholars and civil society organizations in Pakistan in order to arrive at precisely these types of near-term approaches.

The situation of women in Pakistan has improved over the last 2 decades. Human capital investments resulted in narrowing gender disparities in health and education access, as well as economic and political participation. Still, wide gender gaps remain within the context of persistent poverty and gender-biased cultural norms. This publication gives a broad analysis of the women's situation, describes the institutional efforts made toward closing gender gaps, and identifies enhancements to development programming assistance that could usher in gender equality.

The resurgence of conservative patriarchal values in Tajikistan have led to the rise of early marriages and polygamy, compromising women’s and girls’ opportunities to realize their full potential to live quality lives, and have deterred women from fully participating in and benefitting from development. This country gender assessment report re-examines the gender equality situation in the country, identifies critical gender issues such as gender-based barriers to economic opportunities, social services, and to leadership and decision-making posts. The report also provides sector-specific gender analyses and identifies entry points for mainstreaming gender in agriculture and natural resources, education, energy, entrepreneurship and SME development, and transport.

This publication develops a strategic focus for integrating gender concerns into programs and operations of the Asian Development Bank (ADB) in Kazakhstan. This assessment reviews ADB's experiences in implementing gender mainstreaming in its portfolio in recent years. The assessment method has two main components. The first is a review of the status of gender equality and women's empowerment in the country, based on a literature review, key statistics, policy documents, and key informant interviews. The second analyzes the achievements and challenges in mainstreaming gender equality in ADB's programs and operations, and recommends the way forward to improve outcomes.

This Country Gender Assessment presents key gender issues to be considered for Bangladesh's desired transformation. The objective of the assessment is to inform the World Bank Country Partnership Framework (CPF) for Bangladesh, which is currently being developed. Gender issues are discussed across the four pillars of the World Bank Gender Strategy FY16-23 (World Bank Group 2015). Given the unique challenges emerging from the Displaced Rohingya Population (DRP) influx, gender gap analysis is also conducted for the host community in Cox's Bazar district. Timely discussion of the impacts of Coronavirus (COVID-19) on women and girls is included as part of the analysis of gender gaps across these five areas. Similarly, the impacts of climate change on women and girls and their potential role in climate adaptation are also discussed across pillars. The Country Gender Assessment serves as a compendium of existing analytical work on gender issues and opportunities by the World Bank, GoB, development partners, academia, and others, including the Bank's Bangladesh jobs diagnostic and voices to choices report. The executive summary highlights key interlinkages between the barriers to gender equality and the frontier challenges that Bangladesh is facing.
