During the 1980s and 1990s, Brazil struggled to rebuild its democracy after twenty years of military dictatorship, experiencing financial crises, corruption scandals, political protest, and intense electoral contention. In the midst of this turmoil, Ann Mische argues in this remarkable book, youth activists of various stripes played a vital and unrecognized role, contributing new forms of political talk and action to Brazil's emerging democracy. Drawing upon extensive and rich ethnography as well as formal network analysis, Mische tracks the lives of young activists through intersecting political networks, including student movements, church-based activism, political parties, nongovernmental organizations, and business and professional organizations. Partisan or Neutral? critically examines the Rawlsian ideal of a public, supposedly neutral, political theory meant to justify contemporary constitutional democracies. If democracy without political parties is unthinkable, what would happen if the role of political parties if the democratic process is weakened? The ongoing debate about the vitality of political parties is also a debate about the vitality of representative democracy. Leading scholars in the field of party research assess the evidence for partisan decline or adaptation for the OECD nations in this book. It documents the broadscale erosion of the public's partisan identities invirtually all advanced industrial democracies. Partisan dealignment is diminishing involvement in electoral politics, and for those who participate it leads to more volatility in their voting choices, an openness to new political appeals, and less predictablity in their party preferences. Politicalparties have adapted to partisan dealignment by strengthening their internal organizational structures and partially isolating themselves from the ebbs and flows of electoral politics. Centralized, professionalized parties with short time horizons have replaced the ideologically-driven mass parties of the past. This study also examines the role of parties within government, and finds that parties have retained their traditional roles in structuring legislative action and the function ofgovernment-further evidence that party organizations are insulating themselves from the changes transforming democratic publics. Parties without Partisans is the most comprehensive cross-national study of parties in advanced industrial democracies in all of their forms -- in electoral politics, asorganizations, and in government. Its findings chart both how representative democracy has been transformed in the later half of the 20th Century, as well as what the new style of democratic politics is likely to look like in the 21st Century.

Since its publication in 1993, John Rawls's Political Liberalism has been central to debates concerning political legitimacy, democratic theory, toleration, and multiculturalism in contemporary political theory. Yet, despite the immense body of literature which has been produced since Rawls's work was published, very little has been said or written regarding the place of political parties and partisanship within political liberalism. This book aims to fill this gap in the literature. Its central argument is that political liberalism needs and nourishes political parties, and that political parties are therefore not hostile but vital to it. First, partisanship generates its own distinctive kind of political obligations, additional to any political obligations people may have qua ordinary citizens. Second, contrary to what many critics argue, and despite its admittedly restrictive features, Rawls's conception of public reason allows significant scope for partisan advocacy and partisan pluralism, and in fact the very normative demands of partisanship are in syntony with those of public reason. Third, parties contribute to the overlapping consensus that for Rawls guarantees stability in diverse societies. Fourth, political liberalism nourishes political parties, by leaving many issues, including religious and socio-economic ones, open to democratic contestation. In summary, parties contribute both to the legitimacy and to the stability of political liberalism.

Amidst the polarization of contemporary politics, partisan loyalties among citizens are regarded as one contributor to political stalemate. Partisan loyalties lead Democrats and Republicans to look at the same economic information but to come to strikingly different conclusions about the state of the economy and the performance of the president in managing it. As a result, many observers argue that democratic politics would work better if citizens would shed their party loyalty and more dispassionately assess political and economic news. In this book, Gregory E. McAvoy argues—contra this conventional wisdom; that partisanship is a necessary feature of modern politics, making it feasible for citizens to make some sense of the vast number of issues that make their way onto the political agenda. Using unique data, he shows that the biases and distortions that partisanship introduces to collective opinion are real, but despite them, collective opinion changes meaningfully in response to economic and political news. In a comparison of the public’s assessment of the economy to those of economic experts, he finds a close correspondence between the two over time, and that in modern democracies an informed public will also necessarily be partisan. Modernizing the study of collective opinion, McAvoy's book is essential reading for scholars of American Public Opinion and Political Behavior.

"Why have some Western democracies experienced a substantial turn toward tougher law and order policies whereas others have not changed their policies to a similar extent? This book shows that an important part of the explanation has to do with political parties and how they compete. It provides empirical evidence on three channels through which partisan politics matter: First, political parties in general, and issue owners in particular, move their programmatic stance toward the more repressive pole if they are challenged by right-wing populist parties or if they are pressured by a major competitor in a two-party system. In contrast, when strong liberal parties exist in a party system and are needed to form coalitions, such a dynamic is much more improbable. Second, a tougher programmatic stance of a party does translate into tougher policies, but only if the institutional context allows for it. Strong constitutional courts are particularly successful in pushing back tougher policies. Finally, the contribution also shows that positive policy feedback occurs: An initial step toward tougher policies may generate a pressure to continue down this road - independent from changes in public opinion. Hence, partisan effects seem to have consequences in the medium term and for future governments. The book bases its arguments on large-N-quantitative analyses of 20 Western industrialized countries as well as a new hand-coded dataset on law and order legislation in Britain, France, Germany and Sweden. Besides, four in-depth case studies on these countries provide qualitative evidence on the politics of law and order"--
