Pathways of Memory and Power crosses the disciplinary boundary where anthropology and history meet, exploring the cultural frontier of the colonial and postcolonial Andes. Thomas A. Abercrombie uses his fieldwork in the Aymara community of Santa Barbara de Culta, Bolivia, as a starting point for his ambitious examination of the relations between European forms of historical consciousness and indigenous Andean ways of understanding the past. Writing in an inviting first-person narrative style, Abercrombie confronts the ethics of fieldwork by comparing ethnographic experience to the power-laden contexts that produce historical sources. Making clear the early and deep intermingling of practices and world views among Spaniards and Andeans, Christians and non-Christians, Abercrombie critiques both the romanticist tendency to regard Andean culture as still separate from and resistant to European influences, and the melodramatic view that all indigenous practices have been obliterated by colonial and national elites. He challenges prejudices that, from colonial days to the present, have seen Andean historical knowledge only in mythic narratives or narratives of personal experience. Bringing an ethnographer's approach to historiography, he shows how complex Andean rituals that hybridize European and indigenous traditions--such as libation dedications and llama sacrifices held on saints' day festivals--are in fact potent evidence of social memory in the community.

In the sixteenth century, in what is now modern-day Peru and Bolivia, Andean communities were forcibly removed from their traditional villages by Spanish colonizers and resettled in planned, self-governed towns modeled after those in Spain. But rather than merely conforming to Spanish cultural and political norms, indigenous Andeans adopted and gradually refashioned the religious practices dedicated to Christian saints and political institutions imposed on them, laying claim to their own rights and the sovereignty of the collective. The People Are King shows how common Andean people produced a new kind of civil society over three centuries of colonialism, merging their traditional understanding of collective life with the Spanish notion of the común to demand participatory democracy. S. Elizabeth Penry explores how this hybrid concept of self-rule spurred the indigenous rebellions that erupted across Latin America in the eighteenth century, not only against Spanish rulers, but against native hereditary nobility, for acting against the will of the comuneros. Communal-level resource management successes and failures comprise complex interactions that involve local, regional, and (increasingly) global scale political, economic, and environmental changes, shown to have recurring patterns and trajectories. The human past provides examples of long-term millennial and century-scale successes followed by undesired transitions (“collapse”), and rapid failure of collaborative management cooperation on the decadal scale. Management of scarce resources and common properties presents a critical challenge for planners attempting to avoid the "tragedy of the commons" in this century. Here, anthropologists, human ecologists, archaeologists, and environmental scientists discuss strategies for social well-being in the context of diminishing resources and increasing competition. The contributors in this volume revisit “tragedy of the commons” (also referred to as “drama” or “comedy” of the commons) and examine new data and theories to mitigate pressures and devise models for sustainable communal welfare and development. They present twelve archaeological, historic, and ethnographic cases of user-managed resources to demonstrate that very basic community-level participatory governance can be a successful strategy to manage short-term risk and benefits. The book connects past-present-future by presenting geographically and chronologically spaced out examples of communal-level governance strategies, and overviews of the current cutting-edge research. The lesson we learn from studying past responses to various ecological stresses is that we must not wait for a disaster to happen to react, but must react to mitigate conditions for emerging disasters.
