The present study exploratively investigated the role of organizational culture in performance management practices in Kenyan higher education institutions. Specifically, the influence of organizational culture on the purpose and extent to which performance information is used was explored. Qualitative interviews were conducted followed by quantitative surveys, which were filled out by teaching and non-teaching staff in various universities in Kenya. The findings provide evidence of linkages between performance information use, diversity of measure and organizational culture. It has been established that, depending on whether flexibility or control values are dominant in the culture of an institution; performance information is used in varying ways. Institutions where flexibility values were dominant in their organizational cultures used performance information for attention focus, monitoring and decision making to a higher extent than universities where control values were dominant. Institutions where Flexibility values were dominant also showed a more diverse set of performance measures than in those where control values were dominant.

This led to fluctuations in performance and output of these institutions, leading to unpredictability. Some institutions ended up being a pale shadow of their former selves, as others short up in effectiveness just by a mere change of the principal. This led to a relook at aspects such as succession management, mentorship, and a new approach of preparing a new school manager, borrowing from human resource management trainings. This book looks at how we can borrow and customize training practises that have been tried and tested in other fields in order to enrich the Education management career and lead to consistency and improvement in management practise at school. This is borne by the fact that a school has many different people in many fields working together, and so they need to be engaged in a combination/matrix that maximizes on output while using personnel efficiently. This book therefore aims at providing the basics needed to realize this dream. The government and the private sector may put up wonderful institutions with the best infrastructural facilities, equipment and qualified teachers, but all these would only address part of the problem of achieving success in learning. Both the teaching and non-teaching staffs need to be treated fairly in order to achieve academic excellence. This means until the human needs of all those engaged at school are addressed, facilities alone cannot offer the match craved for performance. At school level, the government, parents and society look upon the head teachers to provide that much needed coordination and conducive environment for teachers, learners and support staff to achieve the desired targets. The foregoing puts a lot of pressure and high levels of expectation on the shoulders of heads of institutions (HOIs) to methodically deploy the human resources at hand to achieve the set targets. Woe unto the head teachers (with their administration teams) who do not deploy their human relations and soft skills positively to build a strong team and win the confidence of such a team.

This would see institutions freely negotiate performance agreement with the Government every year. Regular monitoring of the implementation of the contract agreed upon has been a vital aspect for its success. The institutions provide feedback by forwarding quarterly reports and taking corrective action where necessary. In 2007, the Government of Kenya published Kenya vision 2030 as its long term strategy for achieving global competitiveness and prosperity. The country also aims at linking reforms and economic growth to actual quality of life of Kenyans, increase customer satisfaction with government services and to build trust in the government. Thus, one of the foundations of the Kenya vision 2030 linked to performance contracting is an efficient, motivated and well trained public service. Service delivery in Public Primary Teachers Training colleges has not improved much in spite of the introduction of Performance contracting. That was why this study seeks to determine performance contracting practices set by employees in order to improve service delivery in their institutions. The study employed descriptive survey design. The study population comprised teacher trainees, tutors, heads of department and sections and principals of the purposively selected Colleges. Purposive sampling, simple random sampling and stratified random sampling were used to identify the sample population. A total of 429 respondents formed the sample size representing 30% of the study population. The study revealed lack of capacity building of employees regarding performance contracting, ambiguity in the process and resistance by personnel to participate in the process hindering the full success of the service delivery strategy. The results further reveal that the teaching staffs’ level of knowledge of Performance Contracting was relatively high. The study recommends that the set targets be well communicated to all members of staff and teacher trainees. The student population should also be included in the setting of their own targets in Colleges for effective implementation and realization of the same. Performance contracting practices should be monitored closely by institution’s body entrusted to oversee its implementation.

Many factors have contributed to the increased pressure on institutions of higher education worldwide to become more cost-effective. In 1990, the International Institute for Educational Planning (IIEP) launched an international research program on the problems of higher education management at the institutional level to create a knowledge base on the methods of better utilization of existing resources. The research began with an extensive literature review and creation of an information base, and continued with the writing of a series of papers on methodological issues and the preparation of 14 in-depth case studies on different types of innovations. The results of these activities were used to prepare a set of training materials for intensive training courses. The exchange of individual university experiences in managerial innovations in these training courses provided an additional knowledge base for IIEP. The data will be collected through questionnaires and interview guide. The data will be analyzed with the help of statistic package for social science (SPSS) to facilitate answering the research objectives and questions. Data will be collected from January to December 2017 in the case Moi University from a sample population of 10 top university management staff, 36 heads of department (HoDs) and 36 undergraduate students. The validity and the reliability test of the questionnaire will be based on cronbach alpha. This was done using descriptive statistics. The results of the data showed the challenges facing effectiveness of government financing public universities includes: inadequate funding for capital development and infrastructure; higher education facilities, including research laboratories and university libraries, fell into disrepair; challenges like failure to pay lecturers on time, underfunding of research, crumbling physical infrastructure, strikes by lecturers and students and a lack of teaching materials among others; challenged by government interference that influenced university governance; political model and bureaucratic model of administration play a more prominent role in government financing of public universities. As shown in the study, the most cited strategies measures by the respondents were: establishing lean & efficient management systems & cutting of waste; encouraging universities to be more ‘entrepreneurial’ in providing their services and seeking contracts for research and consultancy; effective communication between policy makers and implementers; designing or improving systems of student support including grants, scholarships, and student loans. The study recommends the adoption of performance-based funding to enhance quality in higher education. It adds knowledge to the area of educational policy, which would reveal other areas that might require further study.
