Die Bedeutung der Wohlfahrtsverbände zeigt sich auch anhand der Zahl der Beschäftigten (im Jahr 2012: 1,67 Millionen Erwerbspersonen). NPO stehen aufgrund sich wandelnder Rahmenbedingungen unter hohem Druck, ihre Ressourcen effizient und effektiv zu verteilen. Politische und gesellschaftliche Wandlungsprozesse, quantitative und qualitative Änderungen der Nachfrage, Rückgänge der öffentlichen Fördermittel, Intensivierung des Wettbewerbs und gesetzliche Entwicklungen in Europa lassen die Anforderungen an das Management der NPO steigen. Die Suche nach effizienten Management-Systemen für NPO fand im Vergleich zum öffentlichen Sektor zeitlich verzögert statt. Jedoch beschäftigte sich die Forschung in den letzten Jahren verstärkt mit Performance Measurement-Systemen für den NPO Bereich. Gerade in den 1990er Jahren gewinnt das Performance Measurement als Überwachungssystem an Gewicht. Der Messbarkeit der Organisationsziele wird von da an eine größere Aufmerksamkeit gewidmet. Das Paradebeispiel für ein Performance Measurement-System stellt dabei die Balanced Scorecard dar.
