This report provides a systematic review and empirical evidence related to the experiences of middle-income countries and economies participating in the Programme for International Student Assessment (PISA), 2000 to 2015. PISA is a triennial survey that aims to evaluate education systems worldwide by testing the skills and knowledge of 15-year-old students. To date, students representing more than 70 countries and economies have participated in the assessment, including 44 middle-income countries, many of which are developing countries receiving foreign aid. This report provides answers to six important questions about these middle-income countries and their experiences of participating in PISA: What is the extent of developing country participation in PISA and other international learning assessments? Why do these countries join PISA? What are the financial, technical, and cultural challenges for their participation in PISA? What impact has participation had on their national assessment capacity? How have PISA results influenced their national policy discussions? And what does PISA data tell us about education in these countries and the policies and practices that influence student performance? The findings of this report are being used by the OECD to support its efforts to make PISA more relevant to a wider range of countries, and by the World Bank as part of its on-going dialogue with its client countries regarding participation in international large-scale assessments.

The number of countries that regularly participate in international large-scale assessments has increased sharply over the past 15 years, with the share of countries participating in the Programme for International Student Assessment growing from one-fifth of countries in 2000 to over one-third of countries in 2015. What accounts for this increase? This paper explores the evidence for three broad explanations: globalization of assessments, increasing technical capacity for conducting assessments, and increased demand for the microeconomic and macroeconomic data from these assessments. Data were compiled from more than 200 countries for this analysis, for six time periods between 2000 and 2015, yielding more than 1,200 observations. The data cover each country's participation in each of six cycles of PISA as it relates to the country's level of economic development, region, prior experience with assessment, and OECD membership. The results indicate that the odds of participation in PISA are markedly higher for OECD member countries, countries in the Europe and Central Asia region, high- and upper-middle-income countries, and countries with previous national and international assessment experience; the paper also finds that regional assessment experience is unrelated to PISA participation.

This book examines education transfer, specifically focusing on pedagogic transfer, and analyzes what happens when lesson study is introduced into foreign contextual settings. Lesson study, a professional development approach that originated in Japan 150 years ago, has been widely considered one of the best practices for collaborative professional development. There is an underlying assumption behind education transfer that when “best practice” is transferred to another country, it will generate a similar effect and improve schooling quality. Since pedagogic practice is socially constructed, the best practice in one setting may not be meaningful in another contextual setting. This book makes a unique contribution to the field of comparative education by offering a sociological examination of why pedagogic transfer often fails to bring expected benefits. It is comprised of three parts. Part I, ”Pedagogic Transfer and Lesson study,” provides contextualized analysis of lesson study in Japan and abroad and presents how the meaning of practice is always reinterpreted against the local educational context. Part II presents a sociological analysis of Indonesian teachers’ practice based on ethnographic fieldwork. It conceptually analyses the nature of the teacher community and their practice and is presented as “teacher strategies.” The concept showed that teacher culture and practice are not fixed but constantly negotiated within the institutional setting. Part III, “Sociological Understanding of Pedagogic Transfer,” builds on the analyses in Part I and II and provides a theoretical understanding of the issue of pedagogic transfer. Professional responsibilities of teachers, collegiality, and teaching expertise in Japan and Indonesia are compared to understand how the meaning of lesson study was reconstructed in the Indonesian setting. In conclusion, recommendations for an alternative approach to professional development are offered.

This paper explores the participation of low- and middle-income countries in OECD's Programme for International Student Assessment (PISA). It provides a detailed description of partner countries' participation across PISA rounds and the challenges faced by low- and middle-income partner countries in effectively implementing and deriving policy value from PISA. Specific challenges are illustrated with examples from Tunisia and Kyrgyzstan. Many partner countries lag considerably behind OECD countries on various dimensions of social and economic development. Three OECD countries - Chile, Mexico, Turkey - also differ from higher-income OECD countries in regards to educational achievement and other indicators of social and economic development. After grouping countries based on income (GNI per capita), this paper shows that the cognitive performance of students in countries participating in PISA varies considerably not only between different country income groups but also within them. Analysis of PISA performance in relation to national wealth provides strong arguments for grouping countries according to their social and economic development when reflecting on challenges of participation and effective use of PISA. Lack of funding and governments' fear of bad performance have been stated as potential deterrents to participation. Lack of institutional capacity and less relevant results due to a non-representative sample of 15 year-olds and clustering of students at low proficiency levels are discussed as main challenges for the effective use of PISA. The paper concludes with some considerations on how to improve the effective use of PISA results in these countries that may be particularly relevant in the context of the OECD's recently launched initiative called PISA for Development.
