Seit Erscheinen der Schulleistungsstudien TIMSS und PISA steht das deutsche Schulsystem stärker als zuvor unter öffentlicher Beobachtung. Schulen erzielten offenbar nicht die Wirkungen, die von ihnen erwartet wurden. Den Ausgangspunkt des vorliegenden Bandes stellt die grundlegende Frage dar, welche Effekte Schule haben sollte. Ausgehend davon werden Zugänge zum Bildungsauftrag der Schule formuliert, auf Grundlage derer Kriterien einer "guten Schule" erarbeitet werden. Auf der Folie dieser Kriterien werden standardisierte Leistungsstudien als Elemente des Wandels im Bildungssystem von der alten Input- zur neuen Outputsteuerung untersucht. Resultat der Verknüpfung von Verfahren der Schulleistungsmessung mit einem bildungstheoretisch fundierten Auftrag der Schule ist ein Schulmodell, das soziale, personale und ökonomische Orientierung kennzeichnet. Aus einer neuen Definition des schulischen Auftrags folgt somit eine neue, kritische Einschätzung von Standards im Sinne der Zielperspektive eines anzustrebenden Gleichgewichts fachlicher und pädagogischer Standards.
