The new EU Cohesion Policy is one of the largest integrated development policies in the Western world, and one of the largest of such programmes anywhere in the world. The reforms to the EU Cohesion Policy contain many different elements each of which interlink in order to provide a cohesive overall framework. Some of the key elements in the reforms, however, relate to the conditionalities employed and their effects on policy governance and the control mechanism, the smart specialization approach to policy prioritization and resource allocation, the underlying place-based logic of the policy, and the overall results orientation and evaluation emphasis of the policy. In each of the areas of the EU Cohesion Policy reforms, many different scholars from the fields of regional studies, regional science and economic geography have played important roles in shaping the new policy, and the chapters here highlight these increasing interactions between the policy and academic spheres of debate. The collection of essays in this book each deal with specific aspects of these critical elements of the Cohesion Policy reforms. In particular, they examine some of the strengths and weaknesses of these individual elements and allowing for a better understanding of the origins and backgrounds of many of the ideas underpinning these reforms. This book was previously published as a special issue of Regional Studies.

Across the OECD and EU, persistent spatial disparities in economic, social and environmental outcomes are being amplified by megatrends, risks and shocks—climate change, technological change, globalisation and demographic change. This has resulted in some communities feeling “left behind” and being faced by new threats. Against this backdrop, place-based policies have seen renewed interest. These policies can respond to the needs and potentials of diverse places, while also contributing to national competitiveness and social cohesion. Increased adoption of place-based policies calls for a greater understanding of their purpose and of how to effectively design, implement and evaluate them. It highlights the need for effective place-based policies that support structural transformations to build the long term economic, social and environmental sustainability of regions—and consequently of countries. In recognition of the renewed interest, the OECD and European Commission commissioned twelve expert papers and organised a series of workshops in 2023 on “Place-Based Policies for the Future”. Writing regions, undertaking a regional study, was once a standard form of geographic communication and critique. This was until the quantitative revolution in the middle of the previous century and more definitively the critical turn in human geography towards the end of the twentieth century. From then on writing regions as they were experienced phenomenologically, or arguing culturally, historically, and politically with regions, was deemed to be old-fashioned. Yet the region is, and always will be, a central geographical concept, and thinking about regions can tell us a lot about the history of the discipline called geography. Despite taking up an identifiable place within the geographical imagination in scholarship and beyond, region remains a relatively forgotten, under-used, and in part under-theorised term. Reanimating Regions marks the continued reinvigoration of a set of disciplinary debates surrounding regions, the regional, and regional geography. Across 18 chapters from international, interdisciplinary scholars, this book writes and performs region as a temporary permanence, something held stable, not fixed and absolute, at different points in time, for different purposes.
