Place-based policies may increase migration into eligible areas and, hence, affect their intended aim of reducing economic disparities. Using a regression discontinuity design that exploits an Indian place-based tax exemption policy, we find that there was an increase in migration for job-related reasons, mainly driven by job transfers. While firm entry and hiring increased in the treated districts, employment probability and wages did not change for the initial residents. Furthermore, the cost of housing increased in the treated districts. Our results provide empirical evidence for the implications of labor mobility for place-based policies.

Place-based policies have become a common policy tool for reducing geographic economic disparities. These policies may, however, have the unintended consequence of affecting migration, which may in turn, affect the intended effects of the policies. This paper examines the potential for migration to respond to place-based policies. I analyze the effect of a place-based tax policy in India in the 1990s that provided tax exemptions for newly created firms in eligible districts. I hypothesize that this policy could have an unintended effect of increasing migration to districts that were affected by the policy. Using a regression discontinuity design that exploits the policy design, I find that there was indeed an increase in migration both within treated districts and into treated districts. The main reasons for migrating were for a job transfer or to move with the primary earner of the household. I also find that while nominal wages increased in treated districts, and firms there were more likely to hire workers, an individual’s probability of being employed did not increase, implying that the policy had a mixed effect on welfare, possibly due to the migration response dampening the effect of the policy. My results, therefore, provide some insight into the unintended consequences of place-based policies and are useful for considering general equilibrium effects when designing place-based policies.

The study explores the relationship between local territories and the inclusion of migrants. In particular, it aims at understanding if strategies of urban and territorial development supported by the EU Cohesion Policy and focusing on functional urban areas can foster migrant integration. The study applies a pan-European Union perspective with in-depth analyses of case studies from Athens, Liège, Malmö, Paris and Venice. The study shows that the strategies analysed are more likely to support migrant integration when they address particularly disadvantaged areas and reconnect them to wider contexts, and when they combine infrastructural and economic interventions with social ones. At the same time, place-based policies alone risk to be less effective for people in the most vulnerable condition (e.g. transit and undocumented migrants, homeless), therefore a combination of the place-based approach with people-based policies has to be considered to the direction of strengthening social resilience to ensure no one and no place will be left behind.

Place matters for productivity and prosperity. Myriad factors support a successful place, including not only the hard infrastructure such as roads, but also the softer elements such as worker skills, entrepreneurial ability, and well-functioning institutions. History suggests that prosperous places tend to persist, while “left behind†? regions, or those hurt by climatic, technological, or commercial shocks, struggle to catch up. This division gives rise to demands to “do something†? about the subsequent spatial inequality. Such pressures often result in costly spatially targeted policies whose outcomes disappoint because of a lack of analysis of the underlying barriers to growth and structural transformation and a fair appraisal of the possibility of overcoming them. The latest volume of the World Bank Productivity Project series, Place, Productivity, and Prosperity: Revisiting Spatially Targeted Policies for Regional Development makes three broad contributions. First, it provides new analytical and empirical insights into the three drivers of economic geography—agglomeration economies, migration, and distance—and the way in which they interact. Second, it argues that these forces are playing out differently in developing countries than they have in advanced countries: urbanization is not accompanied by structural transformation, leaving cities simply crowded and accruing all the negative aspects of urbanization without being productively concentrated. Long-term amelioration of poverty in lagging regions requires advancing the overall national agenda of structural change and productivity growth. Third, the volume provides a heuristic framework with which to inform policy makers’ assessments of place-based policy proposals, enabling them to identify the regions in which policy is likely to have an impact and those that are nonviable; to clarify the implications of various policy options; to think critically about policy design priorities, including necessary complementary policies to, for instance, infrastructure investment; and to navigate implementation challenges.

The paper analyzes the impact of the two major German regional dev elopment and redistribution policies, the municipal fiscal equalization scheme and the economic funds GRW, on perceived regional living conditions, measured through inte rregional migration between German labor market regions. Using a spatial v ector-autoregres- sive panel model (SpVar), we find evidence that equalization transf ers have a significant positive impact on perceived living conditions and contribute to the aim of regional equity. These effects are especially found for regions with low endogenous fiscal capacities. GRW funding reveals no significant effects on net mi gration rates in total, but short-term effects in rural regions.

The new EU Cohesion Policy is one of the largest integrated development policies in the Western world, and one of the largest of such programmes anywhere in the world. The reforms to the EU Cohesion Policy contain many different elements each of which interlink in order to provide a cohesive overall framework. Some of the key elements in the reforms, however, relate to the conditionalities employed and their effects on policy governance and the control mechanism, the smart specialization approach to policy prioritization and resource allocation, the underlying place-based logic of the policy, and the overall results orientation and evaluation emphasis of the policy. In each of the areas of the EU Cohesion Policy reforms, many different scholars from the fields of regional studies, regional science and economic geography have played important roles in shaping the new policy, and the chapters here highlight these increasing interactions between the policy and academic spheres of debate. The collection of essays in this book each deal with specific aspects of these critical elements of the Cohesion Policy reforms. In particular, they examine some of the strengths and weaknesses of these individual elements and allowing for a better understanding of the origins and backgrounds of many of the ideas underpinning these reforms. This paper sheds light on inter-regional migration, housing and the role of policies, drawing on a new comparative cross-country approach. The results show that OECD countries exhibit stark variation in both levels and trends in inter-regional migration, which is found to be highly responsive to local housing and economic conditions. In turn, a large number of policies in the area of housing, labour markets, social protection and product markets influence the responsiveness of inter-regional migration to local economic conditions. For instance, more flexible housing supply makes inter-regional migration more responsive to local economic conditions while higher regulatory barriers to business start-ups and entry in professions significantly reduce the responsiveness of inter-regional mobility to local economic conditions. The capacity of workers to move regions in response to local economic shocks is one key dimension of labour market dynamism which could, at the current juncture, contribute to the recovery from the COVID-19 crisis. In this context, the paper proposes articulating structural with place-based policies to help prospective movers as well as stayers.

Immigration is a major component of population change for countries across Europe. However, questions remain about where immigrants go after they arrive in a new country. What are the patterns of internal migration of minorities (immigrants and their descendants), and what are the causes and implications of these flows? Migration within a nation state is a powerful force, redistributing the population and altering the demographic, social and economic composition of regions, cities and neighbourhoods. Yet relatively little is known about the significance of ethnicity in migration processes, or how population movement contributes to immigrant and ethnic integration. Minority internal migration is an emerging field of academic interest in many European countries in the context of high levels of immigration and increased political interest in inter-ethnic relations and place-based policies. This book brings together experts in the fields of migration, ethnicity and diversity from across Europe to examine patterns of residential mobility of minorities, and to synthesise key themes, theories and methods. The analyses presented make important contributions to theories of migration and minority integration and may inform policies that aim to respond to local population change and increasing diversity. The conclusions of the book form an agenda for future research on minority and immigrant internal migration in developed societies.
