Hock Tong Cheu received his Masters and Ph.D degrees from Cornell University, Ithaca, N.Y., and had lectured in Anthropology and Sociology in Universiti Kebangsaan Malaysia from 1976 till mid-1995. From mid-1995 till 2000, he taught in the Malay Studies Department and the Southeast Asian Studies Center, National University of Singapore. He was a Senior Fellow at the Institute for Southeast Asian Studies, Singapore in 1984 and a Fulbright Visiting Scholar-in-Residence at the Center for South and Southeast Asian Studies, University of Michigan, Ann Arbor, from August 1987 to October 1988. He has made several in-depth studies of the Nine Emperor Gods Spirit-Medium Cults as well as the Chinese Locality Saints, the Nadugong, and the Malay Keramat in Southeast Asia. Dr Cheu, who is effectively trilingual in English, Chinese and Malay, wrote prolifically, and had contributed numerous articles in all three languages to professional and academic journals, magazines and newspapers. He had also presented numerous academic papers for discussion in local and international conferences.

This book analyses the mobilisation of race, rights and the law in Malaysia. It examines the Indian community in Malaysia, a quiet minority which consists of the former Indian Tamil plantation labour community and the urban Indian middle-class. The first part of the book explores the role played by British colonial laws and policies during the British colonial period in Malaya, from the 1890s to 1956, in the construction of an Indian "race" in Malaya, the racialization of labour laws and policies and labour-based mobilisation culminated in the 1940s. The second part investigates the mobilisation trends of the Indian community from 1957 (at the onset of Independent Malaya) to 2018. It shows a gradual shift in the Indian community from a "quiet minority" into a mass mobilising collective or social movement, known as the Hindu Rights Action Force (HINDRAF), in 2007. The author shows that activist lawyers and Indian mobilisers played a crucial part in organizing a civil disobedience strategy of framing grievances as political rights and using the law as a site of contention in order to claim legal rights through strategic litigation. This book traces the developnment of trade unions in Peninsular Malaysia over the last century from colonial times to the early 1990's, stressing the key role of the state in shaping the role and nature of organized labour during various time periods. Trade unions were not allowed in BritishMalaya before 1940. After the Japanese Occupation, organized labour was effectively mobilized by the left, and contributed significantly to the anti-colonial struggle for Independence. However, from 1948 severe repression directed against the left brought an abrupt end to this development. Fromthe early 1950's, the colonial authorities sought to wean support from the communist-led insurgency by encouraging moderate or responsible unionists, but this did not prevent the resurgence of labour militancy in the mid-1950's on the eve of Independence. After a brief honeymoon period with thepost-colonial government, union activity mounted again in the 1960's until repression against the left from the mid-1960's took its toll. Extra-parliamentary rule after the May 1969 riots saw increased government efforts to subordinate labour to economic developmental priorities, particulary thoseof export-orientated industrialization. In the early 1970's, however, there were also concessions to organized labour in an attempt to promote tripartite corporatism. But in the late 1970's, however, there has been further subordination of labour to a changing developmentalist agenda increasinglyfavourable to private business interests.
