Luego de casi dos años desde el inicio de la pandemia del COVID-19, la pobreza continúa afectando de manera desproporcionada a los territorios rurales en los países de ingresos bajos y medios. Aproximadamente el 80% de las personas que viven por debajo de la línea de pobreza internacional de 1,9 dólares estadounidenses (en adelante, dólares) al día se encuentran en áreas rurales (Banco Mundial, 2020). De igual modo, la última actualización de las cifras del Índice de Pobreza Multidimensional Global (IPM) del Programa de las Naciones Unidas para el Desarrollo (PNUD) y la Oxford Poverty and Human Development Initiative (OPHI), publicada en octubre de 2021, muestra que a nivel global, el 84% de personas en situación de pobreza multidimensional no monetaria aguda viven en áreas rurales (PNUD y OPHI, 2021). América Latina y el Caribe (ALC) es una región que replica en gran medida este patrón de pobreza global. De acuerdo con las estimaciones de CEPAL (2018), la tasa de recuento de pobreza monetaria rural en esta región alcanzó el 48,6% en 2016. De forma similar, Clausen (2021) muestra, con datos previos a 2020, que la incidencia de pobreza multidimensional en el área rural era sistemáticamente mayor que en el área urbana en la mayoría de los países en ALC, independiente de si se utilizan datos del IPM Global (Alkire, Kanagaratnam y Suppa, 2020), del Índice de Pobreza Multidimensional para América Latina (IPM-AL) (Santos y Villatoro, 2018) o de los índices de pobreza multidimensional oficiales implementados por varios países de la región en el marco de los Objetivo de Desarrollo Sostenible (ODS). La pandemia del COVID-19 se inició en un contexto que ya era muy poco favorable en lo que respecta a la erradicación de las diferentes formas de pobreza rural. Poco más de un año antes del inicio de la emergencia sanitaria, el “Panorama de la Pobreza Rural en América Latina y el Caribe” (FAO, 2018) ya advertía sobre el aumento de la pobreza monetaria rural en la región luego de un periodo de más de dos décadas de sostenida reducción. Asimismo, las estimaciones de Alkire, Kovesdi et al.et al. (2020) para ALC ya mostraban una menor velocidad de reducción de la pobreza multidimensional rural en 92 de los 123 países de la región incluidos en su muestra.

Panorama of Rural Poverty in Latin America and the Caribbean 2018, published by the Food and Agriculture Organization of the United Nations (FAO), addresses the important challenges faced by the region in developing its rural territories to achieve the targets of the Sustainable Development Goals by 2030, particularly SDG 1 to end poverty in all its forms everywhere. After many years of progress, poverty and extreme rural poverty in the region have started to increase again. This is worrying news for countries of the region and the international community because, if they do not return to the path of rural poverty reduction, millions of people will be excluded from the opportunity to contribute to the development of their families, communities and countries. The 33 Member States of the United Nations in the region have pledged their commitment to eradicating rural poverty by 2030 and, despite the recent trend, it is still possible to achieve this goal. This report also highlights the persistence of significant gaps between rural and urban areas, which is incompatible with sustainable and equitable development. Of the 169 targets of the Sustainable Development Goals, 132 require actions that must be carried out in rural territories.

This book critically re-examines the currently dominant paradigm of agricultural development policy from historical and comparative perspectives. Examining the experiences of 11 developed countries in their earlier stages of development and the experiences of 10 developing and transition economies in the last half a century, the book offers an in-depth discussion on a range of public policies for agriculture, some currently in use and others forgotten in the mist of history. After presenting the overarching theoretical framework and a synthesis of findings over the 21 countries examined, the book presents six detailed case studies of agricultural policy in the last half a century in two Latin American countries (Chile and Mexico), two African countries (Ethiopia and Ghana), and two Asian countries (India and Vietnam). Each chapter examines a wide range of policies, including land policy (land tenure reform and land quality improvement), knowledge policy (research, extension, education, and information), credit policy (specialized banks and agricultural credit co-operatives), physical inputs policy (irrigation, transport, electricity, and divisible inputs such as fertilizers, seeds, and farm machinery), policies intended to increase farm income stability (price stabilization measures, insurances, and trade protection), and policies intended to improve agricultural marketing and processing. Through its historical and comparative approaches, the book frees our "policy imagination" by showing that the range of policies and institutions that have produced positive outcomes for agricultural development has been much wider than any particular ideological position – be it the pre-1980s statist one or the pro-market NCW – would admit. It also shows that the willingness to experiment with new policies and institutions, and the willingness to learn from other countries’ successes and improve upon their solutions, were important in all agricultural success stories.
