Luego de casi dos años desde el inicio de la pandemia del COVID-19, la pobreza continúa afectando de manera desproporcionada a los territorios rurales en los países de ingresos bajos y medios. Aproximadamente el 80% de las personas que viven por debajo de la línea de pobreza internacional de 1,9 dólares estadounidenses (en adelante, dólares) al día se encuentran en áreas rurales (Banco Mundial, 2020). De igual modo, la última actualización de las cifras del Índice de Pobreza Multidimensional Global (IPM) del Programa de las Naciones Unidas para el Desarrollo (PNUD) y la Oxford Poverty and Human Development Initiative (OPHI), publicada en octubre de 2021, muestra que a nivel global, el 84% de personas en situación de pobreza multidimensional no monetaria aguda viven en áreas rurales (PNUD y OPHI, 2021). América Latina y el Caribe (ALC) es una región que replica en gran medida este patrón de pobreza global. De acuerdo con las estimaciones de CEPAL (2018), la tasa de recuento de pobreza monetaria rural en esta región alcanzó el 48,6% en 2016. De forma similar, Clausen (2021) muestra, con datos previos a 2020, que la incidencia de pobreza multidimensional en el área rural era sistemáticamente mayor que en el área urbana en la mayoría de los países en ALC, independiente de si se utilizan datos del IPM Global (Alkire, Kanagaratnam y Suppa, 2020), del Índice de Pobreza Multidimensional para América Latina (IPM-AL) (Santos y Villatoro, 2018) o de los índices de pobreza multidimensional oficiales implementados por varios países de la región en el marco de los Objetivo de Desarrollo Sostenible (ODS). La pandemia del COVID-19 se inició en un contexto que ya era muy poco favorable en lo que respecta a la erradicación de las diferentes formas de pobreza rural. Poco más de un año antes del inicio de la emergencia sanitaria, el “Panorama de la Pobreza Rural en América Latina y el Caribe” (FAO, 2018) ya advertía sobre el aumento de la pobreza monetaria rural en la región luego de un periodo de más de dos décadas de sostenida reducción. Asimismo, las estimaciones de Alkire, Kovesdi et al.et al. (2020) para ALC ya mostraban una menor velocidad de reducción de la pobreza multidimensional rural en 92 de los 123 países de la región incluidos en su muestra.

This report provides a unique, sector-specific synthesis of the Nationally Determined Contributions (NDCs) from Latin America. It summarizes the substantial contributions already put forward by countries, opportunities for further action and the gaps, barriers and needs that will need to be addressed if the agriculture and land use sectors in Latin America are to raise mitigation and adaptation ambitions. The findings of this report will help member countries to reflect on their progress in advancing toward NDC priorities for agriculture and associated national climate goals including related targets under the SDGs. Many studies have provided global and regional overviews of the state of social protection policies and their importance to poverty reduction, food security and nutrition. However, little is known about how such policies are designed and implemented in rural areas, or how they complement and link to agricultural support programmes, which may cover the same geographical areas and reach similar types of beneficiaries. Both social protection and agricultural policies are needed for poverty reduction in poor rural populations. Yet coordination between the two sectors is generally limited and, until recently, little attention has been paid to their complementarities and how these might be exploited to improve rural livelihoods. This study contributes to filling these gaps by documenting and analysing recent trends in social assistance programme implementation at global and regional levels, and identifying the programmes that are fully or partially designed to focus on rural areas. It also identifies social assistance programmes with an explicit agriculture production support component and/or linkages with existing agricultural support programmes, as well as support programmes with explicit social assistance components and/or linkages with such programmes.

This book investigates how extractive capitalism has developed over the past three decades, what dynamics of resistance have been deployed to combat it, and whether extractivism can ever be transformed into being a part of a progressive development path. It was not until the 20th century that the extraction of natural resources and raw materials took on a decidedly capitalist form, with the global north extracting primary commodities from the global south as a means of capital accumulation. This book investigates whether extractivism, despite its well-documented negative and destructive socioenvironmental impacts and the powerful forces of resistance that it has generated, could ever be transformed into a sustainable post-development strategy. Drawing on diverse sectoral forms of extractivism (mining, fossil fuels, agriculture), this book analyses the dynamics of both the forces of resistance generated by the advance of extractive capital and alternate scenarios for a more sustainable and liveable future. The book draws particularly on the Latin American experience, where both the propensity of capitalism towards crisis and the development of resistance dynamics to ‘extractive’ capital have had their greatest impact in the neoliberal era.
