Many studies have provided global and regional overviews of the state of social protection policies and their importance to poverty reduction, food security and nutrition. However, little is known about how such policies are designed and implemented in rural areas, or how they complement and link to agricultural support programmes, which may cover the same geographical areas and reach similar types of beneficiaries. Both social protection and agricultural policies are needed for poverty reduction in poor rural populations. Yet coordination between the two sectors is generally limited and, until recently, little attention has been paid to their complementarities and how these might be exploited to improve rural livelihoods. This study contributes to filling these gaps by documenting and analysing recent trends in social assistance programme implementation at global and regional levels, and identifying the programmes that are fully or partially designed to focus on rural areas. It also identifies social assistance programmes with an explicit agriculture production support component and/or linkages with existing agricultural support programmes, as well as support programmes with explicit social assistance components and/or linkages with such programmes.

In most developing countries, poverty is more widespread and severe in rural than in urban areas. The author reviews some important aspects of rural poverty and draws key implications for public policy. He presents a policy framework for reducing poverty, taking into account the functional differences and overlap between the rural poor. Several policy options are delineated and explained, including stable management of the macroeconomic environment, transfer of assets, investment in and access to the physical and social infrastructure, access to credit and jobs, and provision of safety nets. Finally, some guideposts are identified for assessing strategies to reduce rural poverty.

Many social protection programmes, including cash transfers, public works programmes and asset transfers, target women as main beneficiaries or recipients of benefits. Extending social protection to rural populations has great potential for fostering rural women’s economic empowerment. However, to tap into this potential, more needs to be done. There is much scope for making social protection policies and programmes more gender sensitive and for better aligning them with agricultural and rural development policies to help address gender inequalities. Recognizing this potential and capitalizing on existing evidence, FAO seeks to enhance the contribution of social protection to gender equality and women’s empowerment by providing country-level support through capacity development, knowledge generation and programme support.To move forward this agenda, FAO has developed the Technical Guidance Toolkit on Gender-sensitive Social Protection Programmes to Combat Rural Poverty and Hunger. The Toolkit is designed to support SP and gender policy-makers and practitioners in their efforts to systematically apply a gender lens to SP programmes in ways that are in line with global agreements and FAO commitments to expand inclusive SP systems for rural populations. The Toolkit focuses on the role of SP in reducing gendered social inequalities, and rural poverty and hunger.

Social protection is recognized as an effective strategy for poverty eradication. It also contributes to promoting good health and well-being, achieving decent employment, fostering economic growth and reducing inequalities – objectives that are reflected in the Sustainable Development Goals (SDG targets 1.3, 3.8, 5.4 and 10.4). When designed to reduce and prevent poverty, food insecurity, and vulnerability across the life cycle – social protection policies and programmes can effectively support vulnerable households to improve their lives. The issue lies in the fact that only 45 per cent of the global population is currently effectively covered by at least one social benefit and the remaining 55 per cent – some 4 billion people – are left unprotected. "On the path to universal coverage" identifies and analyses existing the barriers of access to social protection for rural populations (legal, institutional, financial) and also explores international experiences to identify potential solutions to overcome these barriers in a systematized manner. This paper aims to shed light on the current gaps in social protection programmes and offers solutions for policy-makers and stakeholders to take into account in the design and implementation stages of their own projects.

In many developing countries the adoption of climate sustainable practices is hindered by resource and risk barriers. This paper assesses the interactions between participation in Malawi’s largest public works programme, the Malawi Social Action Fund (MASAF), and three widely promoted climate-smart agriculture (CSA) practices. The underlying hypotheses to be tested are: (a) that participation in the MASAF programme reduce both the budget and the risk constraints to the adoption of sustainable management practices; and (b) the joint treatment effect of MASAF and CSA increases household farms’ productivity and welfare. Drawing on three waves of national panel household survey data, we find that participation in MASAF significantly increases the probability that farm households adopt all the CSA practices considered for this study.

The COVID-19 pandemic exposed the vulnerability of agrifood systems to shocks and stresses and led to increased global food insecurity and malnutrition. Action is needed to make agrifood systems more resilient, efficient, sustainable and inclusive. The State of Food and Agriculture 2021 presents country-level indicators of the resilience of agrifood systems. The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.
