The study of migrant populations poses unique challenges owing to the mobility of these groups, which may be further complicated by cultural, educational, and linguistic diversity as well as the legal status of their members. These barriers limit the usefulness of both traditional survey sampling methods and routine public health surveillance systems. Since nearly 1 in 7 people in the world is a migrant, appropriate methodological approaches must be designed and implemented to capture health data from populations. This effort is particularly important because migrant populations, in comparison to other populations, typically suffer disparities related to limited access to health care, greater exposure to infectious diseases, more occupational injuries, and fewer positive outcomes for mental health and other health conditions. This path-breaking handbook is the first to engage with the many unique issues that arise in the study of migrant communities. This book carries out a comparative analysis of the power struggles over the post-neoliberal social security reforms in Venezuela and Ecuador. The research breaks down why the social security system reform initiated by Hugo Chávez’ government in Venezuela has come down since its passing in 2002, whereas the social security system reform initiated by Rafael Correa’s government in Ecuador has come along in spite of the obstacles since 2007. All in all, the analysis determined that the struggles over the social security system reforms in both countries remarkably corresponded to each other with regard to their structural conditions, points of contention, and contending actors. In contrast, the analysis established substantial divergences regarding the ways in which the struggles over both reforms came about, due to the divergent development of the struggles for hegemony between government and opposition. These divergences finally brought about the indefinite stagnation of the reform in Venezuela and the advancement of subsequent partial reforms aimed at the universalization of social security in Ecuador.

Politics under Salvador Allende was a battle fought in the streets. Everyday attempts to “ganar la calle” allowed a wide range of urban residents to voice potent political opinions. In 1999, Venezuela became the first country in the world to constitutionally recognize the socioeconomic value of housework and enshrine homemakers’ social security. This landmark provision was part of a larger project to transform the state and expand social inclusion during Hugo Chávez’s presidency. The Bolivarian revolution opened new opportunities for poor and working-class—or popular—women’s organizing. The state recognized their unpaid labor and maternal gender role as central to the revolution. Yet even as state recognition enabled some popular women to receive public assistance, it also made their unpaid labor and organizing vulnerable to state appropriation. Offering the first comprehensive analysis of this phenomenon, Engendering Revolution demonstrates that the Bolivarian revolution cannot be understood without comprehending the gendered nature of its state-society relations. Showcasing field research that comprises archival analysis, observation, and extensive interviews, these thought-provoking findings underscore the ways in which popular women sustained a movement purported to exalt them, even while many could not access social security and remained socially, economically, and politically vulnerable.
