El objeto de estudio de este libro colectivo es la dimensión discursiva(significaciones y recreaciones) de las políticas, los programas y las reformaseducativas promovidos en México entre 2006 y 2020. La base teórico-conceptual es la perspectiva de recontextualización de Stephen Ballque se deriva de la sociología política, de ahí que los capítulos que laconforman se agrupen, por un lado, en el eje de la significación, es decir,el análisis de la política como texto (documentos empíricos, normativos,teóricos, históricos), y, por el otro lado, en el eje de la recreación, esto es,el análisis de la política como discurso (recreaciones o puesta en acto eninstituciones o espacios escolares).Los capítulos abordan tópicos específicos –educación indígena, inclusióneducativa, escuela multigrado, gestión escolar, gestión pedagógica, deserciónescolar, formación inicial, formación continua y posgrado– queconstituyen elementos centrales de las políticas, programas o reformaseducativas impulsadas durante los sexenios 2006-2012, 2012-2018 y elprimer año de la gestión 2018-2024.El valor principal de la obra es que retrata la forma como la política, entanto que texto o discurso, es comprendida por distintos actores educativosdesde una referencialidad histórica de cambio de régimen entre trespartidos políticos. When Americans and Latin Americans talk about democracy, are they imagining the same thing? For years, researchers have suspected that fundamental differences exist between how North Americans view and appraise the concept of democracy and how Latin Americans view the same term. These differences directly affect the evolution of democratization and political liberalization in the countries of the region, and understanding them has tremendous consequences for U.S.-Latin American relations. But until now there has been no hard data to make "the definition of democracy" visible, and thus able to be interpreted. This book, the culmination of a monumental survey project, is the first attempt to do so.Camp headed a research team that in 1998 surveyed 1,200 citizens in three countries—three distinct cases of democratic transition. Costa Rica is alleged to be the most democratic in Latin America; Mexico is a country in transition toward democracy; Chile is returning to democracy after decades of severe repression. The survey was carefully designed to show how the average citizen in each of these nations understands democracy.In Citizen Views of Democracy in Latin America, ten leading scholars of the region analyze and interpret the results. Written with scholar and undergraduate in mind, the essays explore the countries individually, showing how the meaning of democracy varies among them. A key theme emerges: there is no uniform "Latin American" understanding of democracy, though the nations share important patterns. This book collects studies with a ‘critical education policy orientation’, and presents itself as a handbook of matters of public concern. The term ‘critical’ does not refer to the adoption of a particular theoretical framework or methodology, but rather it refers to a very specific ethos or way of relating to the present and the belief that the future should not be the repetition of the past. This implies a concern about what is happening in our societies today and what could or should be happening in the future. As a consequence, the contributors to the book rely on a general notion of public policy that takes on board processes, practices, and discourses at a variety of levels, in diverse governmental and non-governmental contexts, and considers the relation of policy to power, to politics and to social regulation.
