This book argues that there is nothing inherently stable, persistent or enduring about institutions. By examining the various issues facing the Malaysian bureaucracy and adopting an institutional analysis, this book brings the point that institutions are disposed to change because they are fraught with tension due to the quality of institutions. Using various examples, it explains that such tension and change dynamics can come from institutional resources, the manner in which resources are distributed to different actors, the varying power configurations among institutional actors and the larger political, economic and social environment that institutions operate in.Accordingly, in examining the various concerns of the Malaysian bureaucracy, this book highlights the typologies of institutional change and the inherent tension over resources that exist among actors that makes reform attempts, at times, potentially problematic but not impossible. New concerns in public policy and governance that are yet to be discussed widely in the Malaysian public administration literature are raised, including issues on collaborative governance, public service motivation and representative bureaucracy.

This book explores the roles and workings of the heads of government departments in six nations: departmental secretaries in Australia, departmentschefs in Denmark, directeurs d'administration in France, secretaris-generaal in the Netherlands, chief executives in New Zealand, and permanent secretaries in the UK. It also seeks to explore their 'infinite variety' by showing how inherited government traditions shape the response to reform. It examines how such reforms as privatization and contracting out have affected who does these jobs and how they do them. It asks whether the demands of the new public management have made departmental heads more accountable, more public and more vulnerable. For each of the six countries the authors give details of departmental secretaries' backgrounds, their career paths, their conditions of employment, their impacts, and their changing positions. Central to each chapter are short biographies or portraits of top officials with extensive quotations from interviews in which they talk about how they see their worlds and how, for instance, they now focus more on managing their departments and less on policy-making. The experience of senior public servants is brought vividly to life. This book is the first comprehensive, comparative portrait of top government officials, and is an important resource for students and scholars of politics, public policy and public management, and makes fascinating reading for all senior civil servants themselves.

Security In A Changing World written by Volker Franke and has been published by Bloomsbury Publishing USA this book supported file pdf, txt, epub, kindle and other format this book has been release on 2002-03-30 with Political Science categories.

The end of the Cold War has brought about significant changes in the political, economic, social, and cultural structure of the international system. Absent a distinct enemy and the threat of global thermonuclear war, the United States today faces a host of new security challenges that require policymakers to make difficult decisions with significant domestic and international implications. The range of conflicting goals, expectations, and capabilities demands fresh solutions to international conflicts and civil unrest, new strategies for conducting peace support operations, and the preparation of America's forces for completing operational assignments under increasingly uncertain conditions. The case studies and exercises constructed for this book examine some of the most pertinent management, leadership, and accountability issues related to U.S. national security. Each case places readers at the center of difficult decisions, illustrates more general policy dilemmas, and is designed to stimulate discussion of those issues beyond the classroom. Cases highlight dilemmas at two levels: pertaining specifically to the case and pertaining to its larger policy implications. The absence of a one-sided argument, specific policy recommendations, or logical conclusions, enables readers to recognize the importance of the issues at hand and their greater policy implications and to discern lessons that might apply more generally to public policy, administration, and management. Particularly useful in courses dealing with national security, international relations, public/policy administration, civil-military relations, and organizational management. An instructor's manual is available upon request.

This book applies established analytical concepts such as influence, authority, administrative styles, autonomy, budgeting and multilevel administration to the study of international bureaucracies and their political environment. It reflects on the commonalities and differences between national and international administrations and carefully constructs the impact of international administrative tools on policy making. The book shows how the study of international bureaucracies can fertilize interdisciplinary discourse, in particular between International Relations, Comparative Government and Public Administration. The book makes a forceful argument for Public Administration to take on the challenge of internationalization.
