A major evolution in Japan's system of governance has been taking place in recent years as politicians have increasingly begun to participate in the policymaking process where bureaucrats used to play the predominant role. The six chapters in this volume are written by members of the Diet from the Liberal Democratic, Democratic, and New Komeito parties. These members of the new generation of politicians in Japan are concerned about designing a new architecture for policymaking.Relations between politicians and bureaucrats and how those relations should be restructured are discussed. Restructuring the policymaking process also involves questions of the relationships between the prime minister and the governing party organizations, the role of Diet committees, and the issue of staff support for politicians, parties, the Diet, and the prime minister. Each chapter explores these and other policymaking matters in the context of a specific policy issue, such as finance, information technology, public works, education, and corporate policy. Chapters provide important insights into the substantive issue at hand and the policy process relating to it.Contributors include Japanese House of Representatives members Nemoto Takumi, Furukawa Motohisa, Ito Tatsuya, Maehara Seiji, Hase Hiroshi, and Ueda Isamu.

This book deals with the public policy-making process in contemporary Japan testifying a new dictum: 'The various phases of the policy process cause politics'. The analytical focus is threefold: encompassing the policy-making process on the national level; elections and the policy-making process; and the regional policy and decision-making. These analyses offer a number of original and comparative data on Japanese politics. This book also tries to interpret the basic pattern of Japanese politics, which contributes to a clear understanding of the dynamic aspects of the political process and political economy after the Second World War.

Japan's policymaking is, given that nation's economic prowess and history, of considerable worldwide interest. Quansheng Zhao makes a highly original and important contribution to an improved understanding of Japanese policymaking processes by examining several informal approaches or mechanisms, which in their interrelationships directly impact policy formulation. He examines kuromaku or the informal organizations or political actors; isuskiai or social connections; and nemawashi or the behind the scenes preparations and shows their effect on policy through detailed empirical analysis. Four case studies involving Japan's policies toward China offer special, and captivating, insights into Sino-Japanese relations and provide lessons relative to the country's international policies. The highly informed treatment of political institutions, social environments, and political cultures will provide a needed understanding of essential elements affecting the stance Japan takes vis-a-vis other countries.

The revised 2nd edition of this successful textbook explores Japanese politics in the postwar era from theoretical and comparative perspectives. After providing historical context, it offers an in-depth exploration of postwar political institutions, political reform in the 1990s, the policymaking process, and the politics of economic growth and stagnation. By delving into Japan’s international relations, the book sheds light on Japan’s security and foreign policies, and Japan’s role in Asia. The textbook concludes by addressing what has changed since party alternation in 2009, the triple disaster in March 2011 and the global Covid pandemic. Themes and questions addressed throughout the text include: How and why did Japan modernize so successfully when so many other countries fell prey to colonialism and authoritarianism? What explains the Japanese economic miracle and its subsequent economic stagnation? What accounts for Japan’s successful democratization? In the international realm, why has Japan achieved economic superpower status without achieving political superpower status? What is the future trajectory of Japanese politics? Connecting Japan to larger themes in comparative politics and linking Japan’s history, institutions, policymaking process, and international relations to experiences and structures in other countries, this book is essential reading for students of Japanese or Asian Politics.

Democratic leaders around the world are finding it increasingly difficult to exercise strong leadership and maintain public support. However, there is nowhere that this has proven to be as challenging of a task as Japan, which has seen its top leaders change more often over the past 25 years than any other major country in the world. The current prime minister has strived to put an end to this pattern, but can he buck this historical trend? More fundamentally, why do Japan's prime ministers find it so difficult to project strong leadership, or even stay in office? And what are the ramifications for Japan's partners and for the world? This volume, authored by contributors who straddle the scholarly and policymaking worlds in Japan, explores the obstacles facing Japan as it looks for greater leadership and explains why this matters for the rest of the world.

While studies of policy analysis in other countries have assessed their needs and integrated them into training programmes for professional policy analysts, Japanese studies have been very limited. Policy analysis in Japan brings together for the first time a detailed examination of the theory and practice of policy analysis systems in Japan, at different levels. As part of the successful International Library of Policy Analysis series edited by Iris Geva-May and Michael Howlett, the book provides expert analysis to closely examine to what extent the Japanese government has succeeded in providing key policy actors with evidence-informed policy options, thereby improving the likelihood of better policies being adopted and implemented. The book also assesses Japan’s future policy directions, allowing policy researchers and practitioners to draw a number of lessons from the Japanese experience. The book includes empirical case studies to aid teaching and further research, and will be a valuable resource for students and academics as well as policymakers. Features of the ILPA series include: • a country-specific systematic study of policy analysis systems by government and non-governmental actors • a history of the country’s policy analysis, empirical case studies and a comparative overview of alternative approaches • a key reference collection for research and teaching in comparative policy analysis and policy studies

Crisis And Compensation written by Kent E. Calder and has been published by Princeton University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2021-04-13 with History categories.

Why does Japan, with its efficiency-oriented technocracy, periodically adopt welfare-oriented, economically inefficient domestic policies? In answering this question Kent Calder shows that Japanese policymakers respond to threats to the ruling party's preeminence by extending income compensation, entitlements, and subsidies, with market-oriented retrenchment coming as crisis subsides. "Quite simply the most ambitious and strongly argued interpretation of a key dimension of Japanese political life to appear in English this decade."--David Williams, Japan Times "Historically dense and conceptually rich.... [Forces] readers' attention to the domestic underpinnings of Japanese foreign policy."--Donald S. Zagoria, Foreign Affairs "Punctures the myth of Japan Inc. as a cool, rational monolith...."--Kathleen Newland, Millennium "A bold reinterpretation of Japanese politics that will force us to rethink many of our current assumptions and will influence our research agenda."--Steven R. Reed, Journal of Japanese Studies
