Decentralization is sweeping the world and having dramatic and far-reaching impacts on resource management and livelihoods, particularly in forestry. This book is the most up-to-date examination of the themes, experiences and lessons learned from decentralization worldwide. Drawing on research and support from all of the major international forestry and conservation organizations, the book provides a balanced account that covers the impact of decentralization on resource management worldwide, and provides comparative global insights with wide implications for policy, management, conservation and resource use and planning. Topics covered include forest governance in federal systems, democratic decentralization of forests and natural resources, paths and pitfalls in decentralization and biodiversity conservation in decentralized forests. The book provides in-depth case studies of decentralization from Bolivia, Ghana, Indonesia, Russia, Scotland, Switzerland, Uganda and the US, as well as highlights from federal countries including Australia, Brazil, Canada, India and Malaysia. It also addresses the critical links between the state, forests, communities and power relations in a range of regions and circumstances, and provides case examples of how decentralization has been viewed and experienced by communities in Guatemala, Philippines and Zimbabwe. The Politics of Decentralization is state-of-the-art coverage of decentralization and is essential for practitioners, academics and policy-makers across forestry and the full spectrum of natural resource management.

Introducing Electronic Voting written by Peter Wolf and has been published by International Institute for Democracy and Electoral Assistance (International IDEA) this book supported file pdf, txt, epub, kindle and other format this book has been release on 2011-12-01 with Political Science categories.

Electronic voting is often seen as a tool for making the electoral process more efficient and for increasing trust in its management. Properly implemented, e-voting solutions can increase the security of the ballot, speed up the processing of results and make voting easier. However, the challenges are considerable. If not carefully planned and designed, e-voting can undermine the confidence in the whole electoral process. Technology upgrades in elections are always challenging projects that require careful deliberation and planning. Introducing e-voting is probably the most difficult upgrade as this technology touches the core of the entire electoral process—the casting and counting of the votes. E-voting greatly reduces direct human control and influence in this process. This provides an opportunity for solving some old electoral problems, but also introduces a whole range of new concerns. Consequently, e-voting usually triggers more criticism and opposition and is more disputed than any other information technology application in elections. This Policy Paper outlines contextual factors that can influence the success of e-voting solutions and highlights the importance of considering these factors before choosing to introduce new voting technologies.

This is the third edition of an established textbook on Britain's role in the European Community. Britain joined the EC in 1973, over twenty years after the first of the European Communities was formed. Within a year, she had established a reputation for being at odds with major Community initiatives and for taking an independent point of view. This reputation was consolidated over the next twenty-four years. In An Awkward Partner Stephen George surveys the policies that earned Britain this reputation, recording the role successive British governments have played in the European Community. He stresses the influence both of external circumstances and domestic political considerations in shaping these policies and analyses some of the underlying political reasons for Britain's perceived awkwardness. The first edition was the first book-length survey to appear in English of British policy toward the European Community, and rapidly became established as the leading book in the field for students. In this third edition, Stephen George brings his analysis up to date, taking the story of the Major Government through to its end in the 1997 general election. This new edition will continue to be invaluable to students taking courses on the European Community, comparative European politics, and public policy.

“Open Letter to the American People”, signed by Owen J. Roberts, J.W. Fulbright, Claude Pepper, Elbert D. Thomas, and other dignitaries: “The first atomic bomb destroyed more than the city of Hiroshima. It also exploded our inherited, outdated political ideas. “A few days before the force of Nature was tried out for the first time in history, the San Francisco Charter was ratified in Washington. The dream of a League of Nations, after 26 years, was accepted by the Senate. “How long will the United Nations Charter endure? With luck, a generation? A century? There is no one who does not hope for at least that much luck- for the Charter, for himself, for his work, and for his children’s children. But is it enough to have Peace by Luck? Peace by Law is what the peoples of the world, beginning with our selves, can have if they want it. And now is the time to get it.” The Anatomy of Peace by Emery Reves, first published in 1945, is a book that expressed the world federalist sentiments shared by Albert Einstein and many others in the late 1940s, in the period immediately following World War II. Reves argued that world law was the only way to prevent war, and the fledgling United Nations Security Council would be inadequate to preserve peace because it was an instrument of power, rather than an instrument of law. “I have read THE ANATOMY OF PEACE with the greatest admiration. Your book is, in my opinion, the answer to the present political problems of the world, so drastically precipitated by the release of atomic energy. “It would be most desirable if every political and scientific leader in every country would take a little time to read this book. If this could be brought about, I feel it might avert the disaster of an atomic world war.”—Letter from Albert Einstein to Emery Reves dated October 29, 1945.

Delinking written by Samir Amin and has been published by Zed Books this book supported file pdf, txt, epub, kindle and other format this book has been release on 1990-04 with Business & Economics categories.

Is it possible for the Third World to escape from the constraints imposed by the world's economic system? What room for manoeuvre do these states have, and are they condemned to dependence? These are some of the questions Samir Amin confronts in Delinking. He argues that Third World countries cannot hope to raise living standards if they continue to adjust their development strategies in line with the trends set by a fundamentally unequal global capitalist system over which they have no control. The only alternative, he maintains, is for Third World societies to 'delink' from the logic of the global system - each country submitting its external economic relations to the logic of domestic development priorities, which in turn requires a broad coalition of popular forces in control of the state. Delinking, he shows, is not about absolute autarchy, but a neutralizing of the effects of external economic interactions on internal choices.
